Should really add "run as administrator" to this for the people that don't know you need to run the program that way.

No one, runs as admin-- it's a transceiver trick. Hard disks-- drives. Cds lack, chips remember-- credit cards-- debit cards. Video cards- Raspberry Pi-- laws are all, bypassed.

You are changing the serial number of a partition on disk. Not disk's factory serial number.

This is only for changing hard drive serial no. so you can once try it by Right Click On Software and Run it as administrator.

you did not change any thing and this is only volume not harddisk serial number. you should rename the title, otherwise you are a cheating.
