Is there a manufacturer, aftermarket or otherwise, that can provide uncut or oversized bolt bodies that then can have the entire body uniformly cut to spec ?

I would be surprised if the firing pin hole were concentric to the O/D of the bolt. Wouldn't it be closer to use a female center in the tailstock and locate on the bolt O/D? Or, Chuck the center of the bolt with the bolt 180 and indicate the diameter you want to turn and one other spot on the bolt axis to ensure cylindricity.

I don't see how bonding something to the bolt will not make it weaker and more likely to fail than in it's original form. It was a chunk of steel in it's original form and you can't beat that by gluing something to it. To do all this for an extra fraction of an inch in accuracy makes very little sense to me. Surely doesn't take these drastic measures to make a model 700 pretty darned accurate in my opinion unless you somehow got a really bad one. And if I had a bad one it would probably cost less to just get another one.
