reg delete HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\IrisService /f && shutdown -r -t 0
Re-register the Start Menu
Get-appxpackage -all shellexperience -packagetype bundle |% {add-appxpackage -register -disabledevelopmentmode ($_.installlocation + “\appxmetadata\appxbundlemanifest.xml”)}

Probably the cause of this problem is because Explorer did not launch properly, if you wanna fix this, Press CTRL + SHIFT + ESC to open Task Manager, then find Windows Explorer and then click on Restart Task, and then the screen will go White or Black depending how many times you've restarted Explorer, and then after that, the screen will go back to windows, and wait a few seconds/minutes depending on how fast/slow your pc is, and then the bar will flash and then the taskbar is now back. Don't run it in PowerShell. Run it in the Command Prompt. (or if you are in PowerShell, type "cmd" (without the quotes), press Enter, and then try the command in this video)
