I'm going to guide you on how to fix your ram speed issue.
In this tutorial, I'm going to use my ASUS ROG STRIX X570-E Gaming Motherboard and my 16GB Corsair Vengeance LPX 3200MHz.

Before we begin, I'd like point out three things that could potentially help your situation.
1) Make sure your ram is in the Qualified Vendor List (QVL) of your motherboard.
2) If you're using 2 sticks of ram, make sure you put it in Slot 2 (DIMM_B2) and Slot 4 (DIMM_A2). And Try to keep your fingers away from this part of your ram because your fingers may contain dirt, hair or even oil that could affect performance of your ram.
3) If you're able, update your BIOS with the latest version.
Despite doing all that, my ram speed is still stuck at 2133MHz.
To solve this issue, let's go to the BIOS. Restart your gaming pc, as soon as you see the Republic of Gamers Logo, PRESS F2 OR DEL(DELETE) multiple times to ACCESS the BIOS.
From the BIOS main screen
Step 1) Go to Ai Tweaker
Step 2) Choose Ai Overclock Tuner
Step 3) Change the default value from Auto to D.O.C.P.
Step 4) In D.O.C.P., choose the correct ram speed (3200MHz)
Step 5) Go to Exit
Step 6) Choose Save Changes & Reset
Step 7) Click OK and let your gaming pc reboot
If you follow the steps correctly, you see the right speed now. Let's go to Task Manager and verify that speed.
Step 1) Right-click your Taskbar
Step 2) Choose Task Manager
Step 3) Go to Performance Tab
Step 4) Choose Memory
Your RAM speed is now set to 3200MHz.
You're good to go!
