Underrated video. My question is - Do the modern combination valves with adjustable proportioning for the rear brakes (such as made by Wilwood) have the "hold-off" function which makes the rear brakes come on a split second before the front brakes?

You will have to consult wilwood on the function of their valve. I am uncertain since we do not sell them.

I have a 72 Charger that uses the discontinued proportioning valve that was mentioned at the end of the video. He stated that A bodies uses the BLK250 to replace that but didn't state if it was the same for the B Bodies..or does B bodies use something else?

The blk250 can be used if you are ok with modifying the fittings on the lines as well as the line routing.

I upgraded to disc brakes on my 69 Dart, should I use the BLK250? Does it do the job of the metering block and proportioning valve?

No that is not true. All cars did not have the single master cylinder. I have a 64 Studebaker Daytona with an original dual Master cylinder with drum brakes. Studebaker offered disc brakes down yours too and my Studebaker also came with factory installed seat belts

We do carry all of the brake and fuel lines for a C body car. Sorry no correct brackets for the valves. They are usually the same with different brackets.
