Thank you for showing the tightening part. It's what I thought, although it was difficult for me to get the plastic ring to expand. At least I was on the right track. Thank you for confirming it. Off to try again. Hand strength and lid opener is not enough. You might need a wrench to get the adjustment rings to budge.

still not helpful ... why aren't you talking through the steps as you carry them out? I tried this and still cannot get the wheels to secure in side the legs. Starting to wonder if the ID of the legs is too big for the wheels

Have to correct my first reply. I am using a broom handle to punch the plastic feet out of the tube leg. Be careful, when the plastic pops out, your hand might hit the edge of the tube from the force it takes which is a bit painful, but it does work.
