Yes, the rail systems come in longer lengths than 36 inches. I can't remember how long, but somewhere around 48 inches. You can then cut them the newel posts and balusters to the desired size.

post lead sleeve wont go over bracket. first time I slid it right over the bracket now cover seems like it shrunk cause it won't fit.

Mark: My deck is 20 ft above ground.. and I want to upgrade the floor with a composite and add new posts and rails. I would like to make rails higher than 36 inches. maybe 44 inch. Is there a product that would allow this? Thanks and God bless.

The top rail is just mounted through the PVC sleeve to the 4 x 4 without any extra blocking? So, this hugs the vinyl sleeve tight to the 4 x 4 at that spot for a secure connection?

No. It is vinyl. You should pick the color of railing you want.
