1 inch wide elastic. I usually buy it at Hobby Lobby or Joann’s, but you should be able to find it at any craft store.

Actually, I’m hoping to make a First Avenger costume to use in an airsoft game. That will probably be at least a year down the line, though.

When I weather my helmets I roll it in dirt while the paints still drying then when it dries I sand it down

Black 1 inch elastic, lightly spray painted with brown paint.

Will this work with 2mm craft foam? Or make double pieces and glue them making them 4?

Possibly, but 2mm won’t be nearly as strong. The helmet will be much softer. Also, if you glue two sheets together, that will possibly make it too stiff. I would recommend trying to find 4-6mm foam if at all possible.

The styrofoam head is available at pretty much any craft store, like Michael's or Hobby Lobby. My head is a bit larger than average, so I cut it up and added foam spacers down the middle and sides.
