The seal is always the buggar. I use a dog-toy ball (foam core, not a hollow tennis ball) slightly bigger than the suction tube and secure that to the end of the plunger with a wingnut on a bolt that goes through the whole thing and a few washers and whatever. If you do it just right you can still tighten the wingnut when it needs, but take care where you are putting the glue

As kids we used to use racquetballz or tennis balls as the plunger and all thread as the pull rod we would have a nut and washer on each side of the tennis ball that way you could compress it down as tight as you wanted to control it instead of using gaff tape that worked out really well for us

Can I suggest for both your great home built one and even for the expensive steel ones, use an old thong (flip flop) for the section that is inside the tube. I have the expensive type and have for years been using a section of a thong. Even better is you just use the steel pipe to cut out the right size circle :) Creates a perfect seal and is hard waring and free if you have a blow out on a thong :)
