When doing water marble, try to keep the position of the item in the water with the polish for about 30sec so the polish stiffens. Then you remove (item still in the water) the polish around the item on the water surface with the toothpick. That way nothing slides around. Cute idea :)

When adding the magnets, make sure they are not repelling each other. Also using the neodymium magnets instead of the black ones will work better, stronger and flatter

What’s mod podge? (I’m guessing some kind of special glue?) ...and where do you buy it from?

Your instincts are right on. You can get it at any craft store. It's a glue and finishing product all in one. Mod Podge gets used a lot for decoupage, and there's several different finishes. I usually go for the matte or the gloss if I'm working on a decoupage project.

I think these little dishes are sauce dishes for sushi. You can get them at restaurant supply places. Ask your sushi place.
