If you could only have the Sa-3 or the Sa-2, which would you have to defend your airbase?

Given a standard SA-3 site had four launchers (or so I believe - feel free to correct me if anyone knows better) I’ll take 16 more manoeuvrable missiles that can deal with lower altitude targets over 6 longer range ones that are relatively easy to get under… unless the choice is SA-3 alone vs SA-2 plus a bunch of shilka’s to hide on likely approaches as that can get nasty in a hurry if you get it right.
