My friend got his license and he said it was super easy. Just make sure you got the proper storage and safety regulations going on before they come out and check it out for themselves when they interview you, other than passing a background check you'll be able to get a license super easy. I would recommend an 8 hour training session through PGI international to learn all the rules and small details of safely shooting 1.3 fireworks. The time is well worth it as well as the few dollars it cost for the course materials. Most companies that sell 1.3 fireworks can set you up with information on upcoming course dates.

Great information in this video. Like our host said, in some states you need various permits and other licenses. IN TEXAS, YOU MUST HAVE THE TYPE 54 LICENSE TO PURCHASE 1.3G DISPLAY TYPE FIREWORKS, BUT THATS NOT ALL. You still must, in addition, obtain a recreational permit for a fee, and still basically follow the same rules and procedures as for public displays! Even if you only want to put on shows on private land for your own personal use, YOU STILL HAVE TO PRODUCE VISUAL PLANS FOR YOUR FIREWORKS DISPLAY SHOWING WHERE THE AUDIENCE WILL BE, AND WHERE THE FIREWORKS ARE TO BE LAUNCHED. THE PLANS HAVE TO GET APPROVAL BY THE FIRE MARSHAL OF YOUR COUNTY OR NEARBY CITY, AND YOU BETTER FOLLOW YOUR PLANS EXACTLY AS YOU ILLUSTRATED THEM. You also need to have the tract of land you chose for your show inspected and approved in advance, which is done for a fee, and INSURANCE IS REQUIRED. Another thing to know about Texas is that even people wanting to use 1.3G professional fireworks as a hobby on privately owned land is that they have to take a closed book 50 question test for another fee, and pass it. If you fail, you must wait 1 week before you re-take this test. If you fail 3 times, you have to wait 1 year to take the test again, SO STUDY HARD and keep your knowledge sharp. Texas is really serious about users of 1.3G display fireworks to really know their stuff, both professional and hobbyists alike. You might be required to have a fire Marshall officer on hand to supervise your show; he or she can stop the show, or not let you start your show if they are not happy with your emergency plans to extinguish any fires that may occur. In shorter words, in Texas, they will meticulously check everything out to their satisfaction. This may not be a popular or even a common hobby in Texas for these reasons mentioned, plus others. I just decided to not get into the 1.3G DISPLAY TYPE FIREWORKS for now, and I'm very sad about my decision due to the cost, and what all is required to set things up. I may consider it later on down the road.

Regarding state requirements; In my state (NH), you need a permit, license, insurance, proper site with proper distances, and fire coverage. Heaven forbid they catch you without those things. I would hazard a guess that if they are going to require a permit, you're going to have to have all 5. Keep in mind, 1.3 stuff is going to be obviously bigger and louder. You're going to get noticed.

It’s odd how some states have strict laws and some don’t. Most areas are pretty laid back. Being out in the county in the middle of nowhere is not really a big deal. Higher population areas is where it becomes a problem.

@@jessejames586 to buy guns, all we need is to pass a 4473 check. No waiting or anything. We also don’t need a permit to carry concealed, although a permit is still available. For a Fireworks, we are a full line state, but some localities can further limit them if they wish. On knives, everything is open you can buy automatics across the counter or any other length type or size knife. No sales tax, no income tax. All of this sounds great, until your property tax bill comes in.

Thanks god I don't have to deal with this in my country lol. The US boggles me when it comes to firework restrictions. I see 3 inch preloaded shells for sale regularly here in Brazil. Up to 8 inch shells are legal, but are incredibly expensive, so very few people buy them. Last time I went to a store, a 3 inch preloaded was the equivalent of 10-15 dollars. Our regular consumer fireworks are far bigger than the ones I see americans use. But our gun laws and a lot of other things here suck, so there's that.

Mate.. Over here in the Netherlands it sucks even more, i cant even shoot as a professional above 3 inch, 3 is the max, if i carry an 8 inch around, i get charged the same as weapons n munition laws... And the shitty thing is, you cant have those either, maximum sentence on having a gun is like 4 years... Imagine that, a firework thats holy which brings beauty in the sky, ranked together with a gun which is technologically developed to kill... Its kind of sad :/ Reallly sad, we're compared to militarists saying they are as strong as grenades xd whyy

I just wanted to say this was a very informative video and helped me understand the fundamentals. I had a question regarding the interview. Someone comes to your house and asks a few questions. Do you remember the specifics or are they only asking why you want the license? If so, the interview should be short? Can I ask questions about other things as well? Sorry, this is a weird request. If you make a follow up video, could you include this topic? That would really be a big help. Thanks again for educating everyone!

I do plan on diving deeper into this topic in another video but I’ll answer that question for you real quick. A local ATF field agent will come to your house and basically ask what you want the license for and he will make sure that your a responsible person to have a license. They weren’t very hard questions that I remember. And yes you will be able to ask the agent anything you would like.

Was thinking about getting my ATF license to shoot off 3” shells and salutes. But I’m an Indiana resident and I normally do my shoots at a friends parents house in the state of Illinois. After learning about all the BS hoops I would need to jump through in Illinois, i abandoned the idea. I’m attending a PGI shooters course in October so I can buy 1.4 pro fireworks. That way I can buy some smaller salute cakes. If you’re a pyro in Illinois, just leave the damn state.

We shot my 1.3 product at a private lake. I think the 4 and 5inch shells were too big so next year it's cakes, fountains, candles and 3inch shells. This was my first display. All hand lit. Next year I'm going to PGI training and doing the electronic firing system. Pennsylvania is very lenient on 1.3.

I understand restrictions for city people but damn it’s just too much for everybody else.. 4” shells are consumer in Mexico.

@@meteordealer Currently the Commonwealth of Kentucky does not require any license or permit to use 1.3G Pyrotechnics on PRIVATE property for PRIVATE shows, but if you plan to preform PUBLIC displays OPEN to the PUBLIC and or displays for PROFIT, you will need to obtain at least 1 million dollar liability insurance policy, register with the state fire marshals office and obtain a permit from that office. You will also need to check with your local municipality specific to where you live and see what they require for permits, etc. This is if you want to follow the current guidelines and laws of both the BATFE and Commonwealth of Kentucky.....

I live in western Kentucky an I've built my own shells for years an never had a problem from anyone. Had an accident once an blew all my windows outta my shed but that was my own fault for running a fan while Im mixing compositions, yeah thankfully i wasnt inside it when it happened. I stepped out to get a drink from the house an i heard a loud boom. So anymore Id jus rather buy them so Im gonna make an attempt to aquire the BATF TYPE 54 LICENSE.. I jus gotta find a dealer close to me, but idk if imma have any luck there. Kentucky don't have many 1.3 dealers that I know of. Im right across from Missouri..

The ATF type 54 application asks for local/state permit numbers before issuing you a permit. To get a local permit in the state of North Carolina you have your ATF Type 54 permit before applying. Talk about a catch 22. They won't give you an answer as how to circumvent this also. I guess you have would have to get your ATF 54 in another state before applying in NC for local permits? This is wild.

Glad I live in an area in Illinois where cops can give 2 shits about fireworks (July 4th or weekend only) I don’t have a license, don’t ever plan on it. But cops come to watch my show every year. Shaking the suburbs with 8” and 10” shells. Guidelines for ATF, then state, then county then city ordinance. Too many hoops to go through to light shit off that’s if you’re able to lol.

after the interview and getting your license and everything approved, should there be any worry of an agent just showing up at your house? as long as you keep your nose clean and dont sell anything I shouldnt have to worry about suits showing up i wouldnt think

Yeah I mean as long as you keep everything straight and keep good records you should be fine. But they do always have the right to come check whenever they please so I suggest following all the rules to a tee.

you mentioned when purchasing, ATF comes out and checks your records. so after everytime I make a 1.3g purchase the ATF will check the distributor and my records? or is this just if they happen to do an audit?

They only check every so often. Not after every purchase.

Unless they have a specific reason to check, they will go over your records at the end of your 3 years, sometime before you are due to renew. They will call and set up an appointment just like the first time you were interviewed. They will go over all of your purchase documents at that time. If you have a storage magazine, they will inspect and check your paperwork regarding that as well. Keep in mind that the ATF only has so many agents. Unless there is a complaint, or some reason for them come "spur of the moment", it will most likely be once every 3 years. Keep in mind that your type 54 license is only good for purchasing product. that is it. It is up to you, to make sure you are following your state and local laws regarding all other aspects of fireworks. You need to check with your state and local authorities to see what is required to be able to shoot them. The ATF does have the right to come and inspect at any time.

Had my license. Never renewed it but wish I did. Pretty much I forgot the date I had to renew by but also what made me not want to was when I was on my 3 year interview they asked for permits and I had no answer lol he was cool about it but pretty much said I need at least township approval. And looking at the Michigan permit it requires insurance so just more money to spend. Kinda sucked cause I was told they weren’t permit police but then I’m asked for them. Like I said tho they were fine with it and I’m pretty sure I could of got my renewal just fine.

One thing about Michigan, the consumer law lets you shoot consumer fireworks on certain holidays. most of my friends shoot their product then, when every one else is! If you are trying to do a public shoot, especially not on your own property, you will need to get permits, which will most likely require insurance for the show, fire marshal approval of the site, approved safety protocols, law enforcement notification, and so on. it can get quite expensive. Most people just say forget it. However, If you join a fireworks club, They will do various shoots a year, they get all the requirements met, and you can go shoot for the cost of your fireworks!

What safety manuals and rule books are there ? After getting a license and *before* lighting them off, how do I upgrade my safety procedures ? Wind - these may go higher and drift. Range - the mortar slid fine in the tube but a bug got in overnight and plugged the tube (has not happened but I can see it) Range - the mortar slid fine in the tube but a) lift charge was bad b) gases blew by and the charge only went up about 20 feet. (may have happened with small consumer grade mortar some years ago. Was not even enough time to soil my shorts) . Storage - have a weak wall facing *away* from the house and people. No fire extinguishers do not work. Maybe type D or F for magnesium. So much to learn for a simple hobby.

All very good questions. So NFPA 1123 has all the standards on fireworks displays and distances as well as safety precautions. Reading up on that should answer your questions

You can find the application by searching for it online. Pretty easy to find. And once you submit the application they will have your background check done by the time you receive your license in the mail. So once you have it yes you can go buy fireworks that day. And having a CCW would not affect you receiving your ATF license.

You would always have the contingency storage option. You may be able to get a type 4 magazine if your landlord would allow it. Really depends on the type of building your in.

Yes the distributor will keep the product until your ready to shoot it. And if you get rained out or have leftovers then they will need to be brought back. Your local distributor will have a letter of contingency that you will sign and the ATF will want to see that.

@@pyroguy5766I know this is an old comment but I’m assuming you still need a permit to shoot aerial fireworks in a state where they’re illegal. I’m guessing the ATF doesn’t care what the regulations are in your state, as long as your getting 1.3g fireworks legally and not buying them off the streets. So I guess the answer is technically No, it cannot bypass state laws sadly, but who’s gonna know 👀

My yard has a decent amount of trees in it, how far away would you have to be from trees and a house for say a 3 inch, how about a 5? I was just wondering because I don’t want to go through the whole process of getting a type 54 for me to not being able to shoot them safely

There is no distance requirement for trees. As long as your not shooting through them you will be fine. The distance requirements for houses and spectators is 70 feet per inch of shell. So a 3 inch shell is 210 feet roughly.

Actually according to the pgi guidelines, in the "Display fireworks operator certification study guide", published by the PGI, It states 25 feet from trees and over head wires. This is the book that the safety courses follows.

If there is a distributor there that offers contingency storage or you got your own magazine then you can get a federal ATF license. The ATF could care less what state your in.

What determines whether a canister/shell etc is "1.3 pro grade" or consumer....where is the "deviding line"? Is the license required only if you do pro displays, or is it by diameter, lift charge, amount of composition?

Yeah you “need” a permit in South Carolina but if you’re doing private displays you don’t need anything but a type 54. E g if you are the only person liable you don’t need a permit or license this is put lined on their state website. If you want a magazine though you’ll need the permit which isn’t a bad you just need to participate in 6 shows. Tennessee I believe doesn’t have any permits or licenses for a magazine.

I’m not sure if they would let you apply if you don’t have a storage plan set up. And if you ever buy from a distributor anywhere in the US you will need it. You can always try to apply and see if they allow it or not. Worst thing they can do is say no lol. Thanks for watching!

Hey great video. Young future pyro here, what is a magazine (that you were taking about)? is it like a storage container so like if you get a 24/1 case of 3" shells assorted peonies or something, you just keep track so once its approved by the ATF for being secure or whatever. So its like ok I shot off 6 blue peonies, 6 green peonies, 6 yellow peonies, 4 orange peonies, and I got 2 orange peonies left, 6/6/21? Or is it something else. Sorry a bit difficult for me to comprehend some of it cause im 12 but I got the gist of it. Thank you! Also once u get everyone done and stuff how do u actually OBTAIN the 1.3 items. I assume you have to drive to the nearest supplier, then buy em, drive back. Also lets say you cant have a contingency storage (whatever that is) so you get your fireworks you drive a long time to get em, 24 hours pass by and then you have to drive back and give them to them until the next time (whatevers not shot off) ? I feel like im missing something cause I cant imagine ppl putting on shows buying like 15 cases and then having to shoot and set up in 24 hours. I know im asking alot of questions sorry its just confusing and its alot of legal stuff that I likely wont understand till im 21 lol

@Justice Pyro So yes a magazine is the only way to store 1.3 pyro legally. So whenever you buy a case of 3s and don't shoot them all within 24hrs then you log them back into storage and the ATF will be happy. You must keep ALL records of 1.3 products to turn into the ATF when they show up for inspection. And if your buying pyro from a long distance you have transport time that doesn't count towards your 24hrs contingency time. I still need to read up on all the rules associated with long distance travel with 1.3 pyro. Hopefully I helped clear this up for you. Glad to see you interested in fireworks at such a young age.

I think you need to experience some life first, then come back when you are 21. I figure by now you about 14 lol. Learn to be a responsible adult first. Trust me I was in your shoes about fireworks at this age, and this is the best advice I can give! Aside from maybe gaining some experience soon working for a display company.

Yes demolition explosives fall under the Type 54 too if I’m not mistaken. And for indoor storage I think that may be Type 4. But you can easily look that up. With my license I can buy and use c4 and other explosives besides fireworks.

I would honestly speak with an ATF agent if you can. Just call the local office closest to you and they could answer that. I believe you would still be issued one. 3 hrs isn’t that terrible.

I'm from Ohio and I do have my 1.3g ATF license. Ohio requires you to have an "Exhibitors License" as well to legally discharge professional grade fireworks. Would you recommend getting this license or do you think I'd be okay?

I mean you would probably be fine as long as you shoot on private property out in the county but I wouldn’t shoot near populated areas with a lotta people to freak out lol. Just be careful and you’d likely have no issues. I would recommend getting that license later on though.

No such thing as a 1.4pro license. You can take a PGI course where you get a certification once completed but 1.4pro isn't regulated by the ATF so the retailer decides who they wanna sell it to

Well, he states that you are going to have to follow local rules and ordinances? Setting off 1.3 display safely is just as regulated. So you can’t just shoot them whenever. However, it definitely pays to have your own private land! Otherwise you may as well go work for a display company! Which isn’t a bad idea either. Bottom line is, I would have land, storage, and everything planned out before you get your Type 54. You will be much happier you did.
