First, make sure that the gift card is intended for use in the country where you live. Some cards are only valid in specific countries, for the latter we need to do other steps to redeem a Google Play gift card from another country.

idk why all those vpn no longer work im from Lebanon and i tried those vpn before so i can use usa gift cards they all used to work before 2020 but after that they stopped working in my place for some reason it always show this for me "you can't use this card outside of the usa"

yes if u have US redeem card then u have to select US location in vpn then make gmail and while vpn is connected redeem card can redeem make sure in play store u select that gmail u make using vpn.
