When a school bus has its red lights flashing, all traffic in both directions must stop. And this rule applies for multi-lane roadways.
The state of New York is the only jurisdiction that requires that traffic in both directions stop when on a divided highway. See follow-up video:

School buses are fitted with different types of lights. In many US states, school buses are fitted with strobe lights near the rear of the vehicle on the top to increase visibility.
Also, orange flashing lights will will warn traffic that the bus is about to come to a stop.
And cattle guards on the front of the bus move children out front of the vehicle so that the driver can see the passengers crossing in front of the bus. Convex mirrors too, help to increase the visibility of the driver.
Penalties and fines are high and stiff for those drivers that pass a school bus when the red lights are flashing. In Ontario, Canada and some United States, the bus drivers and others can act as witnesses to get a conviction of a driver in a court of law.
In this day and age many people are operating dashcams, and some school buses too are fitted with cameras, so it is more likely that drivers will be convicted for passing a school bus.
Don't pass school buses when the red lights are flashing.

Hello. Thank you for the video. I drive a school bus for special needs students, and I want drivers to know that the STOP arm on the bus should not be treated like a STOP sign on the street. Do not pull up to the STOP arm on a bus to stop. This is very dangerous because there may be students crossing in front of the bus, and you are stationing yourself in their line of travel. Many students anticipate the vehicle will stop several feet away. Children have not learned traffic laws and do not understand certain things about the road. Adults are responsible for knowing traffic laws and should, therefore be accountable for their misuse of the law. Also, while the STOP arm is out and the school bus is present, take into consideration that some children may run from or to the bus. There is often more than one student boarding or exiting the bus at a time. Just because you have seen a child enter or exit the bus does not mean it is time to go. Be safe and wait for the STOP arm to be retracted. Thanks!

Even I knew that as a child? America just treats kids as kids. But in all honesty my parents taught most traffic laws and then sum. But like I said. I guess for me it was a wrong place at the wrong time at the corrects speed of the highway..... therefore I felt as if I had no other choice but to proceed with caution with my hazard lights on at 35 mph . I was going 55 like the highway stated that you should.

1. Put the phone away 2. Both hands on the wheel, check mirrors often, be alert to surroundings 3. See the school bus with yellow flashing lights, slow down as if passing construction workers 4. Red lights, both ways stop. Know matter how many lanes available, STOP! 5. The opposite traffic only doesn’t stop if there is a physical object displayed as a median like grass areas or sidewalk like curbs all the way down the road, aka “divided highway”. I learned this when I was 15 and still know the law. Common damn sense. Thank you for the video it may still not do much. There will be texting, drinking, drugs, and plain stupidity to ignore traffic laws. Not many care.

Loved your video! Thank you. As a school bus driver and instructor your information was 100% accurate. I tell all my student drivers running the red lights on a school bus is just about the worst thing a driver could do to adversely affect their driving record. As far as vehicles passing from behind, not so much as it is generally too difficult to see around the bus. Especially on two lane rural roads. What we see in Oregon is approaching drivers charging the amber lights as we are preparing to stop. And of course, those who just don't pay attention to the red lights when we are stopped are run through them.

Thank for the information I was driving and when I pass a curve a saw the bus with the yellow lights flashing and when i pass close like 12 feet’s the bus turn the red light on with the stop sign I didn’t have time to stop so I pass the bus with the red light but it wasn’t my intension to pass the bus with the red light I feel so sorry and guilty , that was 6 months ago but never had a situation from the court , but now when I see a school bus I slow down and put more attention

If a bus is STOPPED on the road, flashing lights and sign OR NOT, think about stopping anyway. I nearly passed a stopped bus (from the opposite direction) because there was no stop sign and no flashing red lights. It wasn't until the doors opened and kids were getting off, and a mother yelling after me, all nearly at once, that I realized it was a regular dropoff. I ended up stopping mid-way down the length of the bus. .

I presently live in Louisiana where you can pass a stopped school bus with its lights flashing while travelling in the opposite direction on 5 and 7-lane roads where the center lane is a bidirectional turning lane. To me that sounds dangerous because any aggressive driver who's in a big hurry can use that lane as a passing lane, right next to a bus loading or unloading kids.

How about other vehicles in the other lanes in the same direction with the school bus? Are they supposed to stop as well? Because I saw some vehicles passed by the school bus while I was stopping behind. Thank you

i suggest a part 2 that identify the stop in all different scenario , when driving in the opposite side , if it happened that the bus school took a long time for a particular situation ,in perpendicular way with bus road , when there is solid ground in the while driving in the opposite side . thanks

Two Questions one what would be the one very rare instant where you would be acquitted of passing a stopped school bus? two I what about the city busses like Lanta Metro do you have to stop for them if they are picking up/dropping off people or can you pass those.

Sadly, not all states enforce the school bus stop sign runner laws. I drive a school bus in South Carolina and even though it is against the law to pass a school bus with their red lights on, it's nearly impossible to enforce because it's required for the bus driver to be able to positively identify the offending driver (because they won't simply ticket the owner of the vehicle) and video evidence is not permitted because it considered a violation of the driver's privacy! Running a school bus stop sign is one of the top causes of child fatalities at bus stops, but many people just don't care that they might kill a child, all they care about is getting away from the slow school bus. Every school bus driver hates stop sign runners because we care for every young life that we carry.

Hi Veronica - thank you for that great comment. I simply do not understand how any driver would ever NOT stop for a school bus - it boggles the mind. As you stated, it risks the lives of our children. And it's interesting to note how some jurisdictions have taken a hard line on this issue, while others are more interested in State and individual rights and liberties. And really, stopping for a school bus takes what - 5 minutes out of your day. I believe the penalties should be harsher and that cameras and eye witness testimony should be enough for a conviction. We need to do for "NOT stopping for a school bus" what we've done for drinking and driving - make it socially unacceptable. If there is anything further we can do, drop us a note. This came out in the knowledge test! Most of the questions are situational, you need to analyze it. Just read the driving handbook. Fortunately, I passed the knowledge test on my first attempt. I was not able to watch this prior to my knowledge test. I am watching your videos now for my advanced road test. I’m just a bit confused. I’m a relatively new driver (I’ve had my license for exactly two years today) and have never come into contact with a school bus in this manner before. If a school bus is stopped on the side of the road with red lights, I have to stop behind it, right? How far behind it should I stop? What should I do if the bus is far inside the shoulder? Or if I’m approaching from an oncoming lane? How far in front of the school bus do I have to stop? What happens if there is more than one lane on each side of the road? I apologize if these seem like stupid questions! I just want to be proactive and know exactly what to do beforehand rather than not know what to do if I’m ever in that situation. All I remember from the DMV training was that I should stop if there’s a school bus, but there were very few details in it. I’m sure if I got in this situation now I wouldn’t just disregard all warnings and run over kids, as I’m a competent driver who knows how to react to pedestrians and stopped vehicles, but I’d rather get the info from an expert. Thank you so much!

Check your local laws, I’m pretty sure you still have to stop even if you’re driving on towards the bus on the other side of the road- but check your state laws please

I remember when I first started driving and I got my learners permit, I used to stop EXCESSIVELY far away from the bus, like 50 car lengths. Almost so far away to where you couldn’t see the bus.

I did the same thing today, the bus was on the opposite side of the road and I stopped very far away. I got honked at by the bus driver though, and I'm scared I did something illegal. I seriously don't know what the driver was concerned about, I would never put someone in danger?

Hi Rick, thanks for the video. Does the law still apply for school buses used for other purposes like adults on field trips. When I visited a park in Hamilton ON, school buses were used to bring tourists from point A to point B. It was summer and school's off.

Every day I see cars not stop for my red lights and stop sign when loading and unloading students on to my school bus. I have written down license plates numbers but I’m not sure about how to file the report. To what department do I send it to? Do I mail it can I email it? Maybe you happen to know the answer to this.

If a school bus stops at a corner and it is a 4 way stop to load/unload kids and I am perpendicular to that bus do I need to stop? Trying to find the answer but can't find it. I know if I was traveling the same or opposite direction that I should stop it is just when I am perpendicular to the stopped bus.

Yes, you do have to stop because those passengers become pedestrians. You have to give way to pedestrians at a 4-way. Cheers Rick

I have appointment drive test at 3 pm, but walking today to home I realized that is a busy time, everyone out side. Bus school each corner with lady helper in each corner... is a tricky time to give a dirve test and I think I will change the time.... maybe 3:30 pm or 10 am

In some states the stop sign Arm are longer than others...also the other name of the In some states the stop sign are longer than others... a other name for cattle gate on the bus in the USA we call it a gate arm I think

I am in city of Philadelphia. Was driving next to the school bus and then it stopped and stop arm started to extend. Then I was in a condition being 3/4 th ahead of the school bus. I crossed the school bus when the stop arm just started to extend. Will this be considered a school bus violation?

Let's say the school bus is at the right lane. I'm in the middle or left lane. Do I have to stop? How about if it is in opposite direction separate by the yellow line to me? Do I still have to stop?

The only time you don't stop is if the road is divided by a physical barrier. In some states, you don't have to stop if there is a centre left turning lane or median. I was issued a ticket today for passying a school bus stop. In my defense, I was roughly 100 feet away from the bus as I saw the lights begin to flash. The stop sign came out as I was next to the bus stop. There were 3 cars following close behind me. So I slowed down to about 30 which is all my van could do in the mean time and turn my hazard lights on and proceeded with extreme caution close to the left shoulder. I live in the state of NJ. I need advice, I did not wish for me to pass the bus but my e350 ford van is not equipped with state of the art brakes. If I do a brake test from 50 to 0 I would at least need 300 feet or so to come to a complete stop.

I wasn't there and don't know the details, but I suspect you should have hammered on the brakes. If you had time to activate the 4-ways, you likely had time to come to a stop. Do you need to stop when an oncoming school bus, coming from the opposite direction, completely pulls off the roadway and activates the red flashing lights and puts out the stop sign? I can see where traffic following the bus would need to stop, but what about the traffic from the opposite direction?

Yes, I have seen drivers pass school buses with the red lights flashing. The worst offender I noted was headed the opposite direction from the school bus behind me. Used the center lane of the 3 land road to pass both me and then the school bus after the children had started across the road. Fortunately they were still in front of the bus. The other several times I have seen this were drivers heading the opposite direction from the bus on 4, 5 and 6 lane roads with no center dividers. I only one time saw a police officer chase a car down after it passed the bus. I have one time misjudged where the bus was going to stop. I stopped first and the bus stopped with the front stop arm about even with my driver's window. The kids were standing in a sunny patch instead if at the official bus stop. (No, I did not move).

If the bus does stop at an intersection, the driver usually doesn't activate the lights owing to the traffic controls at the intersection. If there is anything further we can do, drop us a note. I have a question. Is it illegal for a car to pass a loading/unloading school bus with lights on going across its path at a 4 way stop inside a subdivision. This means NOT a car going the same or opposite direction. What is the law on crossing??

Most of the time, school buses that are dropping at intersections will not activate the lights owing to the added confusion of the intersection. And when dropping at an intersection, most of the time, there is a curb and a sidewalk. I have a question. I have my temps. I passed a school bus when it was flashing yellow and was breaking. Did I break the law? The bus wasn't stopped when I passed. It was close to stopping. I am worried I broke a law. I was in the oncoming lane.

So If the lights are blinking yellow and you are driving past in the opposite side you can keep driving, ONLY when they are red and have the stop signs on the side coming out is when you stop. I just have questions about the yellow lights I guess, like when do stop when they are blinking.

Just came in from the street. Stopped about 30/35 ft away from a school bus and realized that the person behind me decided to pass me (on a one- line street) and kept driving while te junior high students were getting off the bus at about 9 ft away from them... I’m assuming that she/he was thewrong doer and not me??

I am getting confused with the real life scenarios I have witnessed in the past few weeks, hence I am going to write for clarity. I was approaching a school bus traveling in the opposite direction on a road having two lanes each side and a turning lane in the center. I stopped all times that I saw a flashing sign on the bus. One time, I saw a car in my neighboring lane(same direction as me) sped past while I stay stopped, traffic in my lane had to stop as I was the first to stop(blocking all of them). There has been a time when I have seen traffic in my neighboring lane stop(just adjacent to turning lane) and I obviously stopped in my lane, as I approached. Today I saw a bus with flashing lights at the same spot I am referring to above. I was the first to stop, the bus stop lights eventually turned on. What is irritating is someone honked at me as I stopped. A car in the lane beside me did pass, others stopped. So for a good 4 minutes traffic in both directions did stop and looks like I was the one to set the trend to stop in the opposite direction. My understanding is except on a divided highway with a median or physical barrier you need to stop when you approach a bus with activated lights/sign, irrespective of the direction or the number of lanes in between you. Am I wrong? The daily scenarios and social pressure confuse me, and I am a rule keeper for sure! So writing to know. I am from Washington.

No you don't have to stop on a road in Washington State with 3 or more lanes when you are travelling in the opposite direction of the school bus. Here's what the legislations states: (3) The driver of a vehicle upon a highway with three or more marked traffic lanes need not stop upon meeting a school bus which is proceeding in the opposite direction and is stopped for the purpose of receiving or discharging school children. Thank you for the response. Yes, I did read this before writing to you. However, it was not clear to me if they are referring to same side(3 lanes of traffic)?!. If we go by this, does that mean my neighboring lane would have to stop, since he/she would have just 2 lanes(one turning and one opposite side lane) between the bus with activated lights and their car. So they stop and can I go? That seemed a bit weird practically? So I stopped nonetheless in the above situation. I am sorry I had to write for more clarity!

Is it normal for kids in North America just randomly run in front of trucks and cars and cross the road? I don't see any difference in someone running cross highway without looking left or right and expecting everyone to stop immediately.

Not a very useful video due to a lack of discussion of laws. For instance, when is it illegal to pass a school bus? That wasn't clearly specified. The video vaguely addresses it with when the lights are on and when the stop sign is out. What about when the stop sign is moving but not fully extended? Is it illegal then? Specifics are important. You could just say "just stop regardless" but reaction times matter and so do the specifics of the law.

For most laws regarding school buses, the bus must be at a complete stop with the red lights activated and the stop arm extended, and passengers alighting or boarding for you to get a ticket. I have a question for the guy that put up this video, and anyone else that cares to answer: I was in a car with a friend driving. It was a 4 lane road (2 lanes each direction), with a island separating the lanes. We were in the far right lane. My friend saw a school bus pulling over on the opposite side of the road (3 lanes to our left; on the other side of the island, going the other way). He very quickly started coming to a stop, making the car behind us screech it's tires, trying to stop in time (so he did not hit us). Other cars behind us almost hit him too. I thought my friend was insane doing that, but he said it was the law to stop even if the bus was going the other way, 3 lanes over. I yelled at him for almost causing a wreck, but I am not sure now if he was correct or not?

Pg 38 of the CA Driver's Handbook states: "If the school bus is on the other side of a divided or multilane highway (two or more lanes in each direction), you do not need to stop." So if there was a concrete island separating the lanes of traffic, then you are not required by law to stop." Here's a rare scenario: what if you're on the same side of a two lane road as the bus and 50 feet in front of it and traveling the same direction as the bus. The bus puts the lights on and the stop sign and guard is out. Since the bus is on your left and you're turning right, 50 feet away from the bus, heading in the same direction so you won't be going around the bus or through the stop sign, can you still go? I say you probably shouldn't for the "just in case" factor, but legally I would think you can... thank you for the video.

Smart Drive Test ...oops I didn't explain that well. The 2/4/6 lane terminology always confuses me, but the scenario would be better explained as a single lane one way street. If you're 50 feet ahead of the flashing lights, guard and extended stop sign, can you still go since you won't pass the bus in any way?

I was coming the opposite way of a school bus, they stopped and dropped off at a house so I preceded to stop. I was very far away from the bus and for some reason they were honking at me, I don't know why? I was waiting for all the children to get out of the road and for the bus to start moving again. Eventually the bus drove off and I finnaly moved. Did I stop too far away? I'm nervous their going to take whatever dash cam recording they have to the police! I honestly don't know what I was doing wrong and don't know how I could've put anyone in danger. I would never pass a schoolbus or endanger children. Maybe I creeped up a little bit, but I was at least 70 yards away from the bus, or maybe I confused them a bit, IDK, if I did anything wrong I guess I'll find out.

Smart Drive Test what happened was I was driving in my neighborhood and a bus suddenly pulls towards the side walk near where I was driving and automatically pulls out the stop sign. I had to stop my car as fast as I could and I ended up parked right next to the school bus and I had to wait for the stop sign to go away. Will I get a ticket for doing that? It all happened so quickly but I did stop

If there's a raised median that separates the opposing lanes of atleast 4 lanes of traffic! The opposing side traffic can continue, but the side with the bus must stop. Those are the exceptions.
