My favorite (if the washers are phosphy bronzy) is to tighten them until the swing is just ever so slightly inhibited at which point you can flip the balisong and it will polish the washer. It only takes a few minutes for the washer to be taken down enough that the tolerances even out to perfect swing and no tap

Some more advanced flippers tighten it without the bounce and bad swing because it offers more control. Kind of like how pro fps players use low sens, tighter tolerances require more force to flip but also give you a lot more control over speed and flow. Just a cool way that washer knives have an advantage over bushings where you can tighten them down more than a bushing bali.

Quick question, when tuning do you have to do both

For a while know I've been wondering why my balisong doesn't have any bounce when I do the sounds test and the handles weren't moving quite freely. Oh well.
