I haven't stamped before, what do I look for when I go buy ink for stamping on cardstock and what do I look for if I stamp on vellum? Thank you so much!!!

So, I've not done much stamping. But once you stamp, you can go in right away and use water color or pencils, markers to color it in? Does the ink dry that fast?

Yes, when you use a permanent ink it dries super fast. We recommend www.scrapbook.com/store/pp-aip31468.html it works beautifully with watercolors.
