ServiceNow is not performing the scanning. ServiceNow injects the results from your existing vulnerability scanners (Qualys, Rapid7, Tenable, etc...) into ServiceNow VR to manage the remediation process. Think of ServiceNow as the tool that pulls all your different security tools (scanners, SEIM's, threat intelligence, and patching) together for a wholistic view of your overall posture and remediation process.
