Jean had her full hair untied in the actual X-men #1 comics. It was only in The Animated Series that she had it in a ponytail for easier animation. Jean's outfit design is actually more faithful in X-men 97 to the Jim Lee comics.

Actually the new animation is not even American 90s at all. It's actually anime. It's by the Korean anime studio mir. Who did show some video game animated movies and also Voltron legendary defender and legend of korra

In other words, it means exactly what you said. This new opening is a reimagined version of the original- similar enough that the inspiration is obvious but with added elements to make it fresh. So it is fair to say that it is a “riff on”, or a variation of the old opening. I think you mistook the phrase for “rip off”, which means to steal. To make matters worse, you can say “riff off’ to mean the same thing as “it’s a riff on”. English can be confusing.

In the original, there were no intro sections for Morph nor Bishop, even though Morph was a recurring character, and Bishop had been introduced in the Uncanny X-Men vol 1 issue #283 (a few months before the start of the animated series) and he became a permanent character in issue #290!
