The Jedi Council didn't know that Palpatine is the Sith Lord known as Darth Sidious. Palpatine is the Senator of Naboo from Episode 1: The Phantom Menace. Palpatine is Supreme Chancellor in Episode 2: Attack of The Clones and Episode 3: Revenge of The Sith.
