Let's talk about doing some bends on the guitar to mimic the sound of the pedal steel guitar. The pedal steel guitar has a lot of machinery going on underneath it, pedals and levers, cables, rods. It's kind of easier to do it on a pedal steel guitar, but with the guitar, regular guitar, we're going have to do it manually. Of course, we don't have to lug around quite so much stuff.
Anyway, here's a real common bend that we do. I've got the top two strings of a basic A major bar chord here, okay? But I'm going to reduce this cord to just the top two strings, and I'm going to fret it with the pinky, okay? Then on the third string, I'm going to put my second scale degree note, which is a B, because I want to bend that note into this triad here. That A major triad is what I'm going to end up with after doing my manual bend, okay?
So here I've got the top two notes of the triad, here's the suspension, the suspended note of the triad and I'm going to bend into just the basic major triad by doing this. And I've got a helper finger behind the finger I'm using to fret the note on the third string. And I might want to do that backwards. I could start out with the bend already in place, and then bend back up. I might even be able to let the root note on the fifth string ring out. But sometimes you'd end up bending so far up that you touch a ringing open string, so I might be able to get away with it easier moving up to the E major position here. Again, I'm using that hybrid picking, the flat pick and my middle and sometimes my ring finger. You also might want to go to just the rear pick up for a little bit more twang.
And that's how you can get some pedal steel sounds on your regular old six string electric guitar.

I was wondering why does any company didn't master a pedal that will come close to a Steel Guitar sound?

It's just really not needed/feasible. Pedal steels have a lot of things that make that sound so unique. The use of the volume pedal, levers, etc. is just too much to put into a simple stompbox

You might want to be more precise in your question. Are you speaking of the actual tone, as in eq sustain, and twang? Are you asking specifically about the bending into from leading tone, major 4 and major 5 chords, and minor chords? For the first possible question, you want very high wattage tube amp, with a ton of head room, as you want to be clean. Another route that is more reliable and accurate is a little more complicated, so I will map out a signal chain that I've used. I'm going to assume that you don't want any overdrive, so I won't include any effects loop stuff. Instrument- tube pre amp(I use an ART Studio tube preamp)-volume pedal- effects rack(Digietch, Boss, Line 6 etc)- power amp (crown, peavey, jbl etc)- Speaker cabinet. This will give you maximum headroom with no overdrive. For your second question, that is a little complicated as well. What you'll need is to tune your guitar differently, and you'll have to modify it as well. You could use an E maj7 tuning: EBEG#BD#. This will allow you to manually bend from the leading tone up to the 1, and from the 3 to the 4 with a simple half step bend on the high E string. Modifications you'll want to make are installing two Rolling Benders on your G#, high B strings, and D# strings. You will want to set your bends at half step for G# and D#, and set whole step on B. You'll drill a hole through your guitar, hook up a steel cable, and attach to your belt by way of a D ring in order to "hip-shot" bend your B to C#. Your G# and D# will not need any further modifications, and you can use your picking palm to bend each or both both. When bending just G# you can have the combination you will get a sus4 chord with EBA. When bending just the G# and B you will bend up to the 4 with EAC#. When bending the B you will get a 6 chord with C#G#E. You can do a cool bend with adding the D#-E bender as well to get a sus11- minor chord on the 6. There's a lot you can do. If you're pretty good with a slide, there's a ton of pedal steel licks you can use with this set up. I've used it on a Strat before, and I'm about to add it onto my lap steel.

Listen to "cherry street" by the great late JJ Cale. He is imitating a pedal steel with a 6 string guitar. In an interview he stated he was only using a Digitech Whammy Bar, and a standard electric. The electronics don't play anything themselves, you have to program them or play them yourself - and that takes a lot of work and practice. If that's not enough, look up Roland effects for example. Today the possibilities are limitless with all the technology - you can just as well simply use one computer/laptop/tablet and have 100000 sounds, and sound big both in studio (real-time, or mixing) and live on stage. It only takes money and time to work on the tone, mess with the sound et cetera. And all the tone is still in your hands let's not forget, the technology is just a useful tool (and it's available everywhere nowadays)
