Not sure if I agree entirely. I am a huge Hulk fan, but I have read quite a bit of OPM. The author has indicated that Saitama is physically superior to Superman 1000000. As a joke character, Saitama probably cannot receive a truly fair comparison. He is simply designed to be overpowered againat all comers. Another author quote indicated that Saitama would most likely shatter the time barrier - and possibly destroy the entire galaxy - if he ever failed to hold back. As for Hulk's feat, the dark universe is only about the size of the earth. Illuminating it, while impressive, is not truly a universal feat.

Hulk was written to be the physical embodiement and personification of overwhelming strength and physicality with it being limitless and evergrowing and he is the first hero that comes to mind when you talk about "SUPER STREGNTH" you will hear kids playing that pretend to have super stregnth say phrases like "Hulk smash" not "superman punch" and many characters have used the "THUNDERCLAP" which us one of Hulks signature iconic moves. Heck!! if a character is very muscular they refer to it as a "Hulking physique" superman is more like the first character that comes to mind when you think of "SUPER HERO" now Im not saying he aint strong because thats just bs (his strength is limitless by absorbing solar energy regularly) but everybody has to prove their stregnth by beating hulk in VS'S battles like Saitama, Broly, Doomsday, Thanos, Thor, Superman. The most viewed VS'S battles all have one name guess what Hulk!! Yeah, it's hard to take a lot of the old feats seriously. I mean, what did the Maestro even make those dogs out of if they can crush Adamantium? And why couldn't they pierce Hulk's skin, when Wolverine can damage Hulk with his Adamantium claws driven only by his muscles and copious body-hair? Either Maestro is selling his bots way above their worth, or the writer didn't understand basic Marvel guidelines. Also, Saitama is absolutely a parody character. That's never been in question. So if he fought Hulk, Hulk would punch him hard enough to spark nuclear fission, Saitama would be impressed, then hit Hulk once with a "Completely Serious Punch" and knock him out cold. That's the point of his character.

The whole point of OPM is he can beat anyone with one punch.
