You must be a state or central govt employee or working in private company with offices in 4 or more states. And its not possible in kerala.

@@kishorsathya7525 I believe both of you are eligible. But not in Tamilnadu. You must be having address in Maharashtra or Delhi or some other state where they allow BH registration. You can contact your car dealer for clarity.
