Cooking recipe and ingredients:
1 kg of fish (herring).
Cut off the heads and tails and clean the insides.
Pour cold water and rinse well.
1 tablespoon of salt.
1 tablespoon of vinegar 6%.

Cover with cling film and refrigerate for 30 minutes.
1/2 cup rice.
2 cups 400ml water.
Boil 20 minutes.
Chop 1 onion.
3 tablespoons vegetable oil.
Fry the onion over medium heat until soft.
Grate 1 carrot on a coarse grater.
Fry for 2-3 minutes.
Lay out the fish.
2 tablespoons tomato paste.
150ml of water.
Mix well.
Black Peppercorns.
3 cloves.
Bring to the boil, cover and simmer over low heat for 1 hour.
Chop 1 onion.
2 eggs.
2 tablespoons cream cheese.
Salt.
Black pepper.
Cooked rice.
Mix well.
1/2 cup flour.
Mix.
oil for frying.
Fry on both sides over medium heat until golden brown.
