Back before the ban list where they hit the ishizu cards, I made a deck called "go first, I DARE you," And what it mostly consisted of was a bunch of archetypal nonsense like tear laments, ishizu, bystials, psy frames, even lab furniture to discard ishizu millers to essentially stop my opponent from establishing their turn one board because I'd start building mine faster lmao. I had a replay where I psy framed something, used hop ear in my hand to synchro w the driver to make chaos dragon, milled some millers and names, and ended up summoning a grapha and rulkalos before they just scooped em up lol. It was genuinely amusing after losing the coin toss so often, but the deck had basically no plan on actually making plays on my own turn lol. Then w the millers hit, there wasn't much consistency in it anymore

i assume Refpanel doesn't need the card to target a player, just that it performs an action that only a player could perform, like drawing a card or revealing the cards in your hand

Yugioh is really weird… a bunch of cards technically “target” but don’t explicitly state it

Mystical Refpanel is a very odd card, so odd that it has a whole list of cards that ACTUALLY DO WORK that you cross reference, but basically in order to reach the condition of "targets a player" it has to be a card that only interacts with one player. With cards such as Sylvan Charity, only one player interacts with the card. However this is also just really fucking confusing since you CAN chain it to a card such as pot of duality, but not to pot of Extrav (official ruling). Here is the general guidelines for how it works from YGO Org about Refpanel ● Spells that affect both players, such as Upstart Goblin or Card of Demise. ● Spells that target a card, Special Summon monsters, or affect specific cards, such as Burning Draw or Raigeki. ● Spells that search a card from your Deck or send a card from your Deck to the Graveyard, such as Reinforcement of the Army or Foolish Burial. ● Spells that do not apply any effects when they resolve, such as Super Rejuvenation or Frozen Rose. ● Any Continuous, Field, Equip, or Ritual Spell, any Spell effect, or the activation of a Pendulum Monster as a Spell. ● Mystical Refpanel cannot be activated during the Damage Step, so it cannot be used against Spells such as Sebek’s Blessing or the drawing effect of Crusadia Testament.

Ref panel is just a relic of stupid game design. Basically its an MTG reference which ignores the fact that yugioh doesn't work that way. None of the targeting mentioned by ref panel is actual yugioh targeting its just pre psct nonsense. Cards that target players are cards that cause 1 player to take an action such as drawing cards. Since the card is so incomprehensible there aren't even official rulings for it, we just all accept a certain list made by a 3rd party website which has all cards that it works with listed on it.
