I am sorry this happened. I know it may not mean much, but all of us who have been in the hobby a long time have a story like this. Btw, you probably know that baby garters can be difficult, especially boys for some reason. If I may I may make a couple of suggestions: 1) Why not silversides? Chopped silversides, tilapia, earthworms, pinkie parts seems to be the recipe for many keepers. And occasionally, some will even eat small hornworms; (2) If you have a garden or nearby park, do you feel it is safe to collect worms? In answer to your question about cannibalism: Most do not, but some do. The bigger problem is what happens if a big snake and small snake grab the same piece of fish? Lee is correct, just wait a bit. Edit: I just realized this--when you have a chance, can you tell us the name of that chemical in the salmon, so the herp community can spread the word? We do need to look out for each other.

Thank you for the info. I usually just get earth worms at the bait and tackle shop. I sometimes put some live bass or crop pie minnows in my bullfrogs paludarium and he’ll eat those. But I haven’t with the garter snakes. The name of that chemical is sodium tripolyphosphate.
