Instead of perma banning people you need to imprison people for a while and then if once you release them if they don’t start working you put them back into a prison. Edit: You should also execute(publicly) them and once there dead, ban them to show that death isn’t just a meaningless punishment and to show that there are consequences to there actions.

Two random ideas that came to me while watching this: 1. Run a jail using adventure mode and set up an automated jail with yard time, cell time, etc. You could probably do some really nifty stuff that way. 2. Run a server with "true direct democracy" using votes and reduced op permissions, elected leaders get ops, there are no "rules" for the server itself, just a system for ops to be selected by popularity.
