Universal Orlando Resorts is now requiring disabled persons to go through a third party private company called IBCCES. Where guests with disabilities plead their case, upload sensitive personal physician information, including documentation requesting the usage of a service animal, with documents supporting this. The IBCCES site lists a variety of accommodations, which they state may possibly endure fees. Universal has stated only IBCCES will screen for disabilities to qualify for accommodations. If a guest does not 48 hours before arrival communicate with IBCCES and gain approval, then they will not be accommodated for their disability. Upon chatting with IBCCES, a chat representative advised me to check with Universal as to if there would be charges for a service animal or accommodations, they also stated to have on hand the approval card in order to provide proof of a service animal if requested. These comments from IBCCES are discriminatory, and a violation of the ADA. The ADA in itself says that documentation cannot be required. Yet Universal Orlando is now requiring such. I have reported Universal Orlando Resorts to the DOJ, Department of Justice which overseas, ADA related civil rights violations.

Universal Orlando recently now requires proof of disability through a third party private company out of Jacksonville, Florida to screen guests for disability access. On the IBCCES site, the application process includes a drop down menu with a list of potential accommodations including, but not limited to: wheelchair access, service animals, bathroom usage, reasons to wait outside line queues related to visual/hearing, and sensitivity disabilities. Under this drop menu it clearly states, that these accommodations are not guaranteed, and may need a financial cost associated with them. When I contacted the IBCCES chat, a private company, they stated in chat 1. financial cost of accommodation is up to the theme park, 2. To register and provide proof of service animal with them, 3. The cost of a service animal at check in at hotels, is up to the hotel. 4. To be ready to provide proof of the service animal at theme parks, through the IBCCES Card. Guests also have to pre register for this, with possibilities of at least 48 hours, so if a person decided to go to Universal Orlando in a spur of the moment, they would be denied accessibility. It is likely at check in at a hotel or to be stopped by a cast member and be required to show "papers" showing the service animal is registered through IBCCES. These are clear violations under the ADA. I have reported Universal Orlando to the DOJ Civil Rights Division which overseas matters such as this with ADA Violations. In 2015 I was at Knotts Berry Farm. I went to guest services to ask about the disabilities services ( I would usually use a wheelchair but Knotts isn't very big.) I was told about the boarding pass program. I told the woman ok can I get a pass. She said sure who is it for? I said myself. This person looked me up and down and loudly said "what's wrong with you?" I was so embarrassed. My 15 year old son shook his head. I said excuse me? This time she says "what do you need it for? I almost walked out because I started tearing. My son said what is going on? I had to explain my medical history to this woman. It was humiliating.

What I don't understand is ... these are not 'express passes'. These Disability passes are only to 'save a place' in line. Why will we have to pay for this?

Right now the fee comment, is something IBCCES has stated on their site, that fees may be associated. We don't know if when IBCCES could enact that. There is a concern that hotels will require proof of service animal at check in or charge for it, because there is differing information. Although Universal in chat to me, denied service animal charges, IBCCES said it is up to Universal to decide, and that documentation IBCCES said was required. Universal denied that, but they at the same time say it would be beneficial to provide that info and say IBCCES is stating this as a precaution. Title Three of the ADA does not allow for documentation to be required to seek accommodations.

Hi, I'm so glad I found your video. We just went to Universal Studios Hollywood today, 8/26. I had already completed my research regarding signing up with this new disability pass system. My son has ADHD and a moderate learning disability. I provided proof, and he was approved for the pass. Supposedly, the email said that someone from Universal would contact me within 48 hours in regards to planning our trip and how he could be accommodated. Well, we went to guest services as soon as we got there, shortly after the park opening and a woman asked how she could assist us. I proceeded to tell her that we were approved for the pass; she stated that I needed some sort of a reference number and that someone should have contacted me. I told her they didn't and that it had been weeks since my son was approved. She stated that they're backed up and that she would try to assist me and needed to ask me some questions. The first one she asked me was what disability my son has. I told her ADHD. She asked me how will his disability affect his experience. I told her that he is very fidgety and often has a difficult time standing in lines for long and that he doesn't have an idea of others personal space. She kind of went "uh huh" as if she was listening and then asked for MORE information, more specific details about how his disability would affect his experience. I then stated to her that he sometimes has sensory overload. She stated that "unfortunately, we cannot make accommodations for you today" and then gives me a phone number to call (apparently handing off the issue to the issuing agency), and then tries to upsell us, saying we could upgrade to priority passes for $150 each. I was LIVID for her attempting to make a profit off of my son's disability, and felt discriminated against. I asked to speak to a supervisor. He came over and asked how he could help. I explained to him about my experience with her and how intrusive she was being and how she could not ask me multiple times regarding my son's diagnosis as she isn't a medical doctor or a nurse. He apologized and stated that legally, they are only able to ask 2 questions: what is the disability and how will it affect the experience, to see if Universal could be accommodating. I told him that she was asking multiple questions. He apologized, and also said that we could not be accommodated, but gave us 3 priority passes for only certain rides. Sorry for the long rant, but I need to take action on this and I'm not sure exactly where to start, especially that my son was approved for the pass, and was still denied. Who else can I talk to? I almost want to go to the news station! People absolutely need to know about this. Universal Studios is NOT disability friendly- do not waste your money!!!!

What Universal Orlando is doing is against the ADA. The DOJ is obviously interested in other political things right now in the world so unfortunately they were not of help right now. Guests would need to get together and find a attorney to sue for disability rights. This takes time, and once that type of thing gets going it can still be years till it goes through the process. In the meantime go to Disney :)

This just breaks my heart that they would do something like this. I'm so lost about the whole situation. Plans have already been made to take my sons with disabilities for the first time to Universal Studios next week. I will definitely file a complaint if they ask for documentation. I am someone with a hidden disability and I myself will not provide to this third party private company my medical documentation. I do not know where my information is going, who has access to it. I know that the ADA states that private and public companies cannot request documentation of the disabled. We are not receiving any "perks" that the general public pays for, we wait the same amount of time outside the queue and return many hours later. This is quite an awful situation, it is highly likely that if you go to guest services without your "IBCCES approval," there is unfortunately a very large chance you will not be accommodated at Universal, which is obviously against the ADA.

This is crazy. My daughter is autistic and we are saving for a trip next year to Orlando. Had this not come up in my recommended viewing, I would have not had any idea that this was in place now. The tourist "influencers" that go in the parks do not cover stuff like this. Who cares about what new stupid ride is up when stuff like this is what we need to know? This is so nuts. I can not even believe it. And I am glad you mentioned the test part. I saw another CPA candidate in a video (the test I am studying for) mention she had ADHD and Prometric/NASBA accommodated her when she showed proof of it to show her ability to sit for 4 hours is hard for her. This over a theme park is such complete trash.

Thank you so much for your time and your comment. And congrats on the test you are studying for! When I took the LSAT, and no I did not end up going to law school, that is another story for another time, I had to get documentation to submit to LSAT so that they could approve accommodations. The only time that the ADA allows for these requests to be made is education testing, and "possibly" employment situations, but that is a grey area where a employer would have to have a real case for why they are requesting it. There is no requirement for public and private areas of accommodations. Universal by requiring guests to submit sensitive information to a company where we do not know where out info is going, is blatantly against the ADA. Title Three of the ADA does not permit this. At theme parks, with AAP, we still wait our turn, just outside the line, these are all under reasonable accommodations, and the ADA states no documentation is permitted. This IBCCES site states fees may apply and service animals need proof, which is against the ADA. Universal in chat initially denied the service animal requirement, but then contradicted themselves by telling me it is preferred I give this information and that they can't speak for other hotels, which shows they are not very knowledgeable about the ADA. The fact that IBCCES requests IEP Education Plans for young people is absolutely unacceptable, as that is extremely personal and sensitive information that a third party company, who has complaints against them on the better business bureau should not have access to. I made a formal complaint to the DOJ both by online form and then mailed it today as well, with the attachments that were in the video. I myself as someone with a hidden disability refuse to give IBCCES my personal medical documentation. Saving for these trips is extremely expensive, and if I go I would rather go at this time to Disney, who at this moment is not following this path. Also, I was thinking how are people, and disadvantaged communities, supposed to afford access to healthcare, multiple doctors visits in the first place, costs of doctor's notes which could be hundreds of dollars, this includes this issue affecting minorities and people of color who have historically not had access or could afford healthcare.

what is the problem with this,cast members wouldnt have to ask about the service animal if everyone had documentation ,as the animal wouldnt be there otherwise,in the uk you only get assasabilty if you provide documents,its so abused in the us that everyone and his friend have "emotional support" animals ,its these people who are spoiling it for those who need it ,this gets rid of the fakers ,anyone whos disabled has no issues with proving it ,at least in the uk,the system in the us is constantly abused,whats wrong with it being service animals only with proof and accomodations with proof,why should a hotel have to fit the bill cose someones dog ruins a room and they get away with it becouse they have just bought a service animal coat for the dog,untrained animals should not be in the parks and hotels,too much noise and dangers,this stops the rich hiring disabled "actors" to line jump and people lying,,the average guest wins as the lines go faster as less line jumping with fakers and the disabled person isnt asked anything as they have already proved they need the help,,,and get it straight away ,,,,i really dont get the issue with this ,seems like a win win,what are they ment to do when epic opens and suddenly "everyones disabled" becouse the parks busy ,

In the United States we have federal laws. Our laws in the United States differ from the UK and other countries. In the United States it is a violation of what is called the ADA governed by the Department of Justice. For example, if a service dog is denied in the State of Florida, this actually a crime in the State of Florida. The ADA protects against this. I have reported Universal Orlando to the Department of Justice.

No one jumps the line. You still have to wait the same amount of time as everyone else, you’re just able to do it in a quieter space without a dozen conversations screaming in your head and and all the smells and touching…the sensory overload that causes the meltdowns in front of everyone and then makes the rest of your family have to leave the park.

I initially applied for this IBECCES a couple of week ago. I sent the application off with a blank letter (for my diagnosis report) , they got back to me a few days later saying that they cant proceed with my application as the doctors note I attached was blank.. (I have a genuine diagnosis letter from my doctor) I then sent the letter off as requested.. they approved my application a few days after i sent the letter.

I am sure there will be one filed, I am hearing stories a lot especially when I look on twitter, that the accommodations and the reach out from Universal never comes... Universal knows that what they are doing is against the ADA, but they also calculate out how much they are saving by forcing guests to buy a express pass, or discouraging them from coming at all, vs. a settlement...

I honestly received a reply today, they stated NOT that the case does not have merit, but that they do not have the resources to handle the case. Meaning that the case would need to be handled at a state level, or at an attorney level. If an attorney brought a case forward it would end up in a federal court, which could handle something like this, and then it would not need DOJ involvement. It is more that they are looking at a case and determining it that way. I am going to keep posting and voicing my beliefs. Thank you for doing the same. What Universal Orlando and Universal Hollywood is doing is still a violation of the ADA and the DOJ, what the DOJ basically said is that they don't have the resources to get involved in this at this time. Something you can do is go to Disney instead of Universal and to tell Universal you are going to Disney. When Universal recently cut down all of the trees in LA, this was clearly a violation, the trees are not even on their property, they are on city property, they did this in response to the protests occurring with the actors union. In that situation, Universal did something that was wrong, and the city is responding. It is not that Universal is in the clear, the DOJ never told me in email that they did not do anything, what they are saying is that they have other cases and that they do not have the resources for this case and they did state to seek out other options such as writing the state on the matter, and seeking out personal legal aid to file a case.

@@disneyfunatic3179 Do not feel that the case does not have merit, an attorney has the ability to bring cases forward that go to federal court. Most cases that bring change or alteration to wrong policies are actually handled that way. In the mean time, go to Disney, post about what they are doing wrong at Universal, and also post about the good that you see happening at Disney. Do not let negative voices drown out your own. You still know inside what is right.

Do you think that if enough people file the complaint, the DOJ might change their stance on their willingness ("resources" my ass) to take the case? And what about getting some disability advocacy orgs involved?

@@cherryJ0lt It would be more productive to write to the state attorney general, the state in general, reach out to advocacy organizations, maybe the ACLU. Keep posting about what is happening. Go to Disney instead. I anticipate there will be lawsuits against them. Even if one filed a lawsuit today, Universal has a case regarding ADA violations going back to at least 2019, so it takes time. There is an interesting ongoing happening right now, where Universal Hollywood, the other day cut down the shade of trees that belong to the City of LA, in order to deter and take away the shade of protestors related to the Sag-Aftra protests. In that case the City of LA is investigating Universal Hollywood.

They also ask for a photograph if you have a face scar or disfigurement who will be looking at this a medical letter can cost money again who will be looking at this and how will they use this information email address phone number. in the UK we have a blue badge for people with disabilities accepted all over the UK and Eu this is issued by a government department would this be proof enough for universal 20:49

I’m from the uk & last year universal gave me a aap pass for my type 1 diabetes, I’m coming over again in October & last night they offered me a wheelchair instead of the aap pass , shocking!!!!

Im a Los Angeles local and person with Disabilities im exactly in the position you are this is wrong and your right. I noticed the part about the IEP and got upset. You are doing the work of the gods. I also am filing as well. I imagine if enough of us file them, then universal will remove this system, and reverse other decisions to limit accommodations (Like the subtle removal of lots of areas to sit for people who may need them, as well as ensuring there are few locations one can go to escape the noise for a little bit)

Also, historically minorities and people of color have been unable to afford access to healthcare. How are people who are of color and minorities to afford healthcare, doctor's fees, the cost of multiple doctor's visits, and cost of doctor's notes to be able to afford all of this as well as to accomplish all of this in time to meet the new requirements of Universal Orlando and the IBCCES for people with disabilities to attain reasonable accommodations. We wait the amount of the time of the ride outside the line, we are NOT given immediate access to the attraction, nor are we getting any express or "perks" for free. We are waiting our turn outside the line.

This information is in the first couple minutes of my video. But you may go to ada.gov... scroll down, it says ways of filing: They give a link to the DOJ site, that is the one I did, very easy to access this. They also list the mailing address and fax if you choose to do it that way. There is also an email address that I displayed in the video. Watch the first couple minutes to see the info.

It’s really not right and it discriminates against under the ADA and when your asking for documentation and proof for service animals. It’s not right for universal to go that route I know it’s aggravating to deal with this because what I have a feeling is that universal parks and resorts are pretty fed up with many and and much more among guests attempt to abuse the disability accommodation system to just skip the line purposely. When I was at Halloween Horror Nights last year I waited in line for like an hour just to get a new aap pass there are like more than 300 people trying to get a AAP but more than 75% got declined and I’m just afraid that going to HHN this year will be difficult I mean i really love HHN growing up as a little kid regardless no matter what happens to HHN beyond the further future I’ll always be a number one supporter for Halloween horror nights as a tradition annually but at the same time I hate to making this decision like this but us people with disability have no choices but to apply to a Third party private company IBCCES and taking a risk on gambling whether the private company approves or denied your request.There’s also like more than 200 types of disability and I feel like the private company doesn’t believe that there are many types of visible and invisible disability such as mental illness,autism,UTI, and etc.Then again it’s not okay for the cast members to ask for documentation for service animals or anything because it’s legit against the law and violates ADA policy.

The ADA states that they cannot ask for documentation, and I feel it is very possible that because of what IBCCES is stating, that now cast members could ask for documentation for service animals or the same could occur at hotels.

What’s worse is Universal parks and resorts company swore oath and comply with the ADA saying they won’t be very intrusive with the guest with disabilities along the way they can ask simple 1-2 questions but that is it. No they kinda break the law and just refuse to listen to people request like they’re in an amusement park not a federal or governmental building.The only time Ada will accept people with disabilities giving out documentation is when any universities or school students with disabilities services are asking for it since department of education and ADA are complied and both are under federal laws. An amusement theme parks such as universal and Disney parks is where people can enjoy and have tons of laughter and fun as well as having a great time making memories with friends and families now it’s becoming a prejudiced white theme parks act like disabilities as a whole doesn’t even exist. It’s not right and it’s not going to go too well for the company i bet everyone is going to be very outrageous and rebellious against the new disability accommodation protocols where they ask for documentation,services fees may be charge against the person with disability and lastly asking a certification for service animal. I remember that they don’t ask those kind of thing and right it’s illegal what they are doing right now it’s shows a lot of inequalities now. Universal Studios could be strictly restrict those can attempt to abuse the system telling them to grab a wheelchair or it doesn’t cover this kind of disability rather than partnering or having a contracted with the third party company that is not utilize by the government agency Because that sounds like from now on universal parks and resorts will determine there discretion and code of conduct will be pointless at this point and now universal parks will have the privilege to judge and degrade.They took it way beyond too Far

So I watched WDW news today on this as well. It sounds like once you do apply they give you a wristband for a year. I really hope we don’t have to go back every single day. What a way to treat people with a disability. You already make us Expose who we are and our imperfections. Now you’re going to make us pay, make us feel less than equal, and completely outcast people like us. I agree we should not have to sit and explain why we’re in a wheelchair or why I can’t see or why I need an elevator. It should be pretty self-explanatory.

Thank you for being here and watching and voicing your opinion. The ADA clearly states that what they are doing is against the ADA. The comments I showed in the video of proof of service dog, and the other statements the IBCCES representative stated are purely against the ADA. That is why I submitted the formal complaint to the DOJ which overseas matters like this.

I agree it’s very too much to deal with and it’s like signing a papers for the DMV or applying for US citizenship while the IBCCES is not a governmental organization or a government agency. It’s just a private company that reads through papers and what they believe is right or not is not okay. It should be by the under by the ADA since it’s against the federal law and you cannot be charged a financial cost for service animal or even charged you services fee. Like I said in my comments universal can be highly strict towards guests that are attempting to abuse the pass systems just to get in front of everybody rather them mandating and requiring all disabled guest to file a personal documentation. Not everyone has accessed to their doctors.

As someone who is blind, it is a slap in the face when I am in guest services, asking for a pass, and being drilled on why I need it. To have two young girls beside me say they can’t stand in line because they overheat. I have a card From Canada that says I am blind. Therefore, I have no problem showing it. There are people out in the world today that will use every excuse and say they are disabled when they are not. I’m not offended to be asked if I have a disability. I understand it breaks privacy law, however in some cases to show I am is not a big deal. Charging me for my disability, however is disgusting. I’m going through a third-party is not OK. What happens when someone gets to the park? How long does it take to get approved by this company?

I understand your point that many may be ok with showing documentation. However, many are not and that is still against the ADA, with Title Three. The company is a private company they have complaints about them under the better business bureau, we do not know who has access to our information, To your question of what happens if someone goes to the park without having approval from this company ahead of time. The answer is simple they will not have any accommodations. How long will it take to get approved? Days at least. Then also the time and money involved to get your doctors to write a note. Many doctors today do not want to write notes, there usually are fees charged by the doctor. If there are fees for accommodations, IBCCES stated this is up to Universal. A chat rep from Universal briefly stated there would not be a charge, but at the same time the website of Universal states IBCCES is in charge. IBCCES informed me that service animals need proof, and to ask the hotel if there is a charge. It is highly likely to encounter a cast member who requires to see "papers" at the park, at citywalk, at the hotel, and then attempts to charge you a "pet fee" at the hotel.
