It was hard to distinguish between the recorded lines and the commentary so unless they were going at the same time it felt like Kevin just shouted random sentence from time to time

xx isn't part of the ID for the console commands, it's a placeholder because the first two digits are tied to which mod in the load order that item is from. since Lucia is from vanilla it's 00

The reason RefID did not work for Lucia was because xx is used as a variable number, which is decided by it's order of installation. 00 would be base game 01 would be the second thing on the list and so on.
