It reminds me of Manila, which is a small city within the Metro Manila(Metropolitan Manila) which is comprised of 16 other cities.

“Identifies as a county” perfect way to sum up the mess that are English counties… what with ceremonial, historic, administrative and now defunct but mostly still used postal counties. That being said… the City of London is a ceremonial county and although historically in Middlesex it had autonomy from that county for most of its history and now it administers itself for most purposes but for some strategic matters it is run by the Mayor of (Greater) London, just like every London Borough. So I think it’s safe to say that it is a county, unless you are the Association of British Counties who advocates strict adherence to historic counties but I prefer using a more case by case system when personally deciding what is a county and what isn’t, based mostly on ceremonial counties except Huntingdonshire which deserves to be recognised as its own ceremonial county like rutland is. But ultimately there are lots of types of counties for different purposes and people will always argue over which is best for cultural reasons or whatever 😅
