If the offside rule is going to be changed it should be determined by the attackers front foot and the defenders back foot not arms or shoulders. That at least would not require a significant change in how a striker times a run or how defenders play the offside trap since it seems to me that they all think about it in terms of their feet in the moment.

The India idea it’s a great idea- but the problem is the people who are ‘identified’ as talents are those whose parents have put in the money to do so. So you won’t get those exceptional talents from poor backgrounds

Your agenda is showing. He didn't say what you think about Arteta. It was a general statement, not directed at anyone in particular. Also the game has changed and that just proves Wenger didn't change with it. Pep and Mourinho have been accused of overcoaching, at look at the trophies they've won
