For those who are against English. For us Northeastern people we do understand Hindi but have problem in Speaking Hindi . And if it we are to give our explanation in Hindi we people will never win a case nor say anything . Those criticising the judge for not letting him speak in Hindi, imagine an IAS from South started speaking in his/her own native language in Northern courts. Judges and lawyers should learn the particular regional languages wherever they posted in the country to understand the nature of the issues comprehensively and give JUSTUCE. Huge expectation of having conversation and conducting the court procedure through english which every citizens are not comfortable (as it is not their first language) would lead to fail to deliver the justice. It's not mandatory for a person to know English. Many aspirant clear UPSC by Hindi medium, people who come from rural Bihar, UP, etc finds it difficult to converse in English, it's not about lack of knowledge rather lack of expression. It's an expectation that he/she will gradually learn the english language as a mode of communication. The reason why HC/SC prefers English because it will help the person from any state to file a case in the place of residence. Hindi cannot be an langauge beacuse NE and South India doesn't recognize Hindi as state language, regional language is not a solution so we are left with English as lingua franca of the HC/SC.
