With 2 lanes like that, when the cammer stops, it signals to the pedestrian to go ... but that lane of traffic on the cammer's right does not necessarily see the pedestrian. Indeed, the cammer's own car might obscure the pedestrian's visibility. The two cars that proceeded prior to the cammer stopping actually illustrate this pretty well. It's highly unlikely that the car in the right lane could have seen the pedestrian until it was parallel with him. It's better for the cammer to drive in a manner consistent with rules of the road ... which means not coming to a random stop in the middle of the road. The jaywalking pedestrian will eventually find a natural break in the traffic to continue on his way. Don't be nice, be predictable. Everyone knows the rules and generally will expect others to follow them. When you go off script, bad things happen.

That last one, what were you thinking? The vehicle's lights were on, that means someone is probably in it and that it might move at ANY time. Plus it's parked right next to where you want to go. So at the very least you need to keep your eye on them and turn slowly enough that you can stop immediately if you see them move.
