How do you get access to these mock tests? Do i have to book the book the test first?

There are few FREE to access mock tests available online and some can be accessed by purchasing a subscribption e.g. Road To IELTS (Paid Version).

Yes you can highlight or take notes if you wish to.

If you attempt the CD IELTS familiarization test then you can check for yourself if highlighting the text and notes taking option is available or not. Simply select the text and right click on the text for those options to appear.
