Because unlike israel, Hamas knows that the more palestinians die the more pressure the world will put on israel to do a cease fire. and for hamas, a cease fire is only temporary so they can rebuild and start another war 2-3 years later. This has been the case since hamas took power in 2005 in Gaza.Also, during cease fire, Hamas gets humanitarian fundings which they use to prepare better for the next war. most of the money doesnt to the people. So Hamas has everything to gain from having as many dead palestinians as possible. This is why they build tunnels and their greatest stocks of rockets underneath hospitals, this is why Hamas travels in ambulances in the middle of ambulance convoys where wounded are moved, this is why there isnt a single bomb shelter in gaza, this is why hamas tells the civilians to stay in the combat zone and sacrifice themselves as martyrs. The high death toll in Gaza is the desired outcome for Hamas, and they are doing everything they can to make sure it's as high as possible.
