No there shouldn't be, but try telling that the people who are going to shelters and getting theses cats hopes up about wanting to be cat parents, then they don't get the females spade .they are not careful about them not going out side ,some of those same unspade females become indoor out door cats.then some male cat who too has not been fixed turns that female cat into a mom .some time it's at the age six months. Then the none thinking owners throw both the mama and the babies out side ,thus begain the sad cycle of homeless pets.😢
