This is the story of so many projects in India. At the bottom of it there is greed. When contracts are not honoured in India to go and make collaborations and payments to other partners on basis of MOU is not very pragmatic. In this instance the greed was the attraction to be involved in sexy project, to be able to make presentation to PM.
