Construction methods are not devised by workers. They are only at site to assemble parts together. Equipments, methods, procedures are to be provided by contractors.

These projects, bridge building, constructing dams, wind turbines, whatever leave me speechless. I enjoy watching them all. I try to absorbe as much as possible and cannot really imagine the foresight and planning that is needed to bring each to fruition. How does one even 'tender' for them? How are they costed? In short, where exactly is the beginning?

Civil architects is the beginning, they will draw up plans and approx cost. Submit plans to government. Approach civil builders. They will tell you approx cost. There is no fixed price as circumstances can change which will impact costs e.g weather,
