These are mostly anti piracy missions undertaken by the Indian Navy in the Arabian sea and the greater Indian ocean on its own accord. The Government of India bears the cost.

On the part of stopping it from happening. The Indian Navy simply makes it not profitable as they respond to the threat and apprehend them before they can do anything. I don't know if the government is doing anything else.

@@DixiePokerAce It is believed by them that one of their the leading scientist was killed by CIA but the main reason is that the USA was about to bomb India in 1971 during Indo-pak war when India broke Pakistan into two parts, USA was backing Pakistan but Russian (then soviet) ships entered Indian waters before US and UK and West went back !
