I'd hate to see someone brought over from another wordline, but since Black Canary is here, and Fate is confirmed to be good and well and is hinted to be in the game, it's pretty logical to think Oliver was brought over too. Personally, i'd prefer to see Arsenal instead of Green Arrow. I just had a thought: Injustice 2 takes place five years after Injustice 1. So, maybe Batman asked Dr. Fate to bring Diana and Oliver along with their child to help him rebuild the Justice League. Since the battle against Superman was over, it's not a risky thing to ask, but due to reasons, that Oliver ends up dying before Injustice 2 takes place (this would be shown in the tie in comic). Now, wouldnt that be cool?

The timeline in this game is based on the Injustice Universe. In that Universe things were basically the same as the regular DC Universe. Then Superman went crazy, conquered earth, and five years passed. Then the events of the first Injustice game happened, and then at least five more years passed until Injustice 2. Some Injustice newcomers like Blue Beetle and Supergirl are presumably as young and fresh faced as their mainstream DC counterparts, but most characters like Batman and Canary are much older.
