The one thing i was looking for was left out. Cutting the rails to length. Can you just use a regular wood saw blade?

Same, I cannot find a video that explores that, I need to cut one to like 2.5 feet.

One of my foot block covers got broken. Do I have to remove the entire bottom rail to replace it?

no - just take the screw out holding it to the deck board and twist it counter clockwise to shorten it and remove it..

It's to make sure the rails are tightly holding the balusters. If they're not, they can rattle around, which they shouldn't. Also keeps the handrail parallel with the lower rail
