While you are absolutely correct, certain personalities will lend them selves better to being smarter/higher IQ. Like INTP’s gain hyper fixations that they will spend days studying just to move onto the next hyper fixation. That doesn’t mean that all INTP’s are smart, but there definitely is a correlation.

But I guess based on IQ statistics (INTP has the higest records on IQ, wich means they are usually a little bit smart on average) + some dumbass theories on how cognitive functions work (I guess he made a mess about Ti+Ne helping "outsmart"). So thrown into a random situation, intp would probably be able to think outside the box and use tools in a way that surprise the intj, ( intjs are more future focused thinking of the impact of his actions and uses that to plan) intp would also be able to that so the difference would be, the intj would use Te in favour of Ne. In summary this is how expect this to play out. Ti and Ti cancel out, Ni and Ni cancel out ( they are both strong at this though they'll use it at varying degrees, intp using ti more cause he prefers it, intj using ni more). Intp uses ne ( this thing can also be used this way; intj wouldn't expect it, he maybe blindsided) intj uses Te in favour of Ne (this is how all the parts of this situation affect one another, it would be more efficient for me to use this against intp.) A better example would be, intj builds a robot that does everything its supposed to and functions optimally. Intp builds a robot that that does what it is supposed to do then branches of to ad other fun features, in this context the fun features would put the intj in an uncool spot. It doesn't necessarily mean they have higher iq though reason being, have Te has its own uses.

Putting together a very strong plan. The Te also means that they rely heavily of information and would do a far amount of research on the INTP.
