I too was wondering the same. The catch is most speedometers in cars show boosted speed readings. So it could be that. It happens even for expensive cars as well. Maybe a gps tracking device will do better

40km/hr is max speed, not average speed. Only if average speed is 40km/hr, one will be able to finish 100m in 9seconds. Usain Bolt max speed is about 44km/hr, that will be half way through the competition. But his average speed is 40km/hr, where as Bobbys max speed is 40km/hr, may be he would be able to maintain that for 2 or 3 seconds.

You missed acceleration period - 100m runners starts from zero and builds up speed steadily - then there’s the delay due to response time also - the time taken to respond after hearing the gun shot. One more factor - no wind resistance because you’re stationary on a treadmill .
