At 15:03 the advantage of a simple proxy is that it does not double encrypt the traffic like a VPN does since nowadays 99% of websites are already HTTPS/TLS encrypted. This results in faster speeds and lower latency than VPN's, also proxy IP's tend to be able access most sites where VPN's may be blocked. Basically proxies are just as secure as VPN's when using a secure DNS.

ISP proxies have great utility. I'm not sure why you don't see it? It's the #1 tool for small businesses and independents to collect market data
