No its not it ensures the good guys have it. So the bad guys don't. I buy body armor with my exemption in BC all the time. If I use it in a crime then there's a issue. It keeps you safe and keeps me more safe💪🏻🇨🇦🍁

Restricting the ownership of body armour is foolish and makes me distrust our police and government more than anything I have ever heard or seen. In fact it makes me want body armour ASAP!!! Whats next, I must not stand sideways when talking to an officer as this might present a more difficult target for them???? This country and our police are more concerned with officer safety than public safety, last time I checked we pay for them to protect us not for them to protect themselves from us.

Yet if you are in toronto or surrey and gun fire erupts from some swell upstanding gangster wanna be as you hide you turn sideway a lot of the time because you are trying to fit behind the tree or tiny little engine in that import car. That is if you aren't physically trying to become one with the sidewalk you are laying on.

Legal without a PAL in QC, got it from a store selling them. the ones he's selling are even made in Quebec Up to quote from the store " Ballistic steel, Protection Level NIJ3 0101.06 multi impacts+.223 and 5.56x45 NATO SS109 green point (penetrator)"

What the RCMP dosent know the laws? shocking, lol. We need to get rid of the RCMP in most of BC and get a provincial police force in BC the citizens can contole and put the RCMP in their place. The RCMP needs to be treated like the FBI in the states, they need to have limited jurisdiction in most places. If they arenot looking for terrorists or smugglers the RCMP needs to leave Canadians the hell alone. We need local and provincial cops who actually know the law, novel concept eh. Cops who know the law.

Spencer Smith You may have read this before, but if you haven't you should check out the "Firewall Letter" by Ted Morton and other prominent Albertans to Ralph Klein in 2001. It briefly outlines the constitutional powers of their province (and of each province). One of these is policing. Something that many people don't know is that each province has a contractual relationship with the RCMP. It is entirely within the purview of the Province to let that contract expire and replace the local RCMP division with a provincial police force.

Provincial and city police are much worse than rcmp guys and arent limited by the charter but only by provincial law and municipal corruption. City cops are 1000x more corrupt. I think our charter needs to be expanded and police need to be sued more often for overstep. Gaps in legislation allow city and provincial police to trample our unalienable rights much worse than the rcmp. All in all, they all need to be reigned in. Even the usa constitution is failing to hold back overstep in the usa. Its way worse here. The entire system everywhere is corrupt.

@@justinneufeld5385 Provincial and Municipal police swear oaths to serve and protect the people and their property of the jurisdictions that hired them. RCMP take a 3 part oath. 1 is a oath of allegiance (to the Queen), 2 is an oath of Office (perform all duties), and 3 is an oath of secrecy. Their only purpose is to enforce Her Majesties laws, not serve or protect you. We're way better off without the federals

Thank you very much for making this informative video. I also live in B.C. but I took your advice anyway and looked up the current information on the Body Armor Act and the Regulations. I even checked the Regulation Bulletin looking at the years after it came into effect for any amendments. I couldn't find any, so as it stands in B.C. I can purchase and posses body armor with my P.A.L.. Keep up the good work!

Again you are also so correct protective equipment is not dangerous unless you don't have it when you need it. Knee pads steel toe boots helmet ect... Keep up the good fight!

AS OF JANUARY 4, 2016 Ontario, Nova Scotia and Quebec: Possession of body armour is 100% legal, there is no regulations restricting possession of any kind of body armour. All 3 provinces have passed the legislation but is not yet in force. Further, Bill C-349 in the House of Commons, proposes to create a civic regulation for wearing body armour, this bill reached First Reading but never became law and has died on the order paper.

If someone gets arrested form possessing biddy armour in BC or any province, their is no criminal arrest record or conviction. The arrest is under a BC provincial statute which is no different that getting arrested for public intoxication. There will be no record of the arrest on CPIC, the arrest record will only be on the arresting police agencies inhouse record system. The only time an arrest and conviction go on CPIC is for criminal offences ONLY

I know one cop who says 'I just throw any kind of charge against the suspect, 'cause even if he wins, he still has to pay a fortune for a lawyer to get him out of shit and that is more than any fine he would have gotten, plus he is in cpic forever so its a win win for us (the cops)

i saw a lvl 2 body armour in a pawn shop in barrie ontario, canada. soo i guess its ok for anyone to own body armour in ontario even without a pal, cuz pawn shops in ontario cant sell guns, but body armour is ok

Fantastic video Rod, as always. Informative, witty and interesting. One point of yours that I would disagree with, however: that the legal variations between provinces are "bad news". I would say they are a very, very good thing. If the regulation of body armour was solely a federal responsibility, then the federal government would be able to ban it outright. In our current situation, because body armour is treated like property (as cars, alcohol, tobacco, etc. are), it's regulation is within provincial jurisdiction under our Constitution. It should be the same way with firearms, and I believe that you could make an extremely strong Constitutional argument in favour of the elimination of federal laws and their replacement with Provincial legislation on guns. This seems far more forthcoming than a Constitutional amendment acknowledging the Canadian right to bear arms, at any rate. But moreover, it's a positive thing to have cultural and intellectual diversity between the provinces. It means we can see what works experimentally, and which kinds of laws build strong, free and enterprising societies (Alberta and the West generally) and which laws create crappy, socialist, entitled ones (Quebec).

Here in Quebec, we can have a level 3 body armor, for civilian use, private investigators/securities does not have any limitation.

Manitoba, British Columbia, Nova Scotia and two other one's I believe... These are the provinces that prohibit the sale of body armour to civilians (except B.C where if you have a P.A.L license you are exempt from those laws and can still purchase the armour in this province). I bought some body armour form tactical imports without any problems and I had it shipped right to my door here in Ontario. This came straight from they're website: "It is the responsibility of the buyer to make sure all legal requirements are met in order to own this product. Personal ownership is not permitted in NS and MB. The provinces of BC and AB permit personal ownership with PAL."

Question for rod or anyone on the comments who can give me some advice: Today, while at the range a 9 y/o kid beside me AND his dad swept me several times (each) with their .357 magmum, shotgun, and sks. It was unsettling and irritating but unfortunately we all deal with this time to time with beginners and idiots. My question is does anyone actually wear plate carriers or vests or anything at the range? If so is it worth the money? Where can i buy the cheapest vest + plates online? When do YOU wear them? If i got one id just be wearing it at the range in their tactical area or whatever. I dont wanna be that guy with full out tactical gear but when im in a situation where its needed and people around me are drawing from holesters and such maybe it would be a good idea. I dont wanna drop too much money on a vest i only wear sometimes at the rang. Ps rod, you did my class for my pal and restricted + i love your videos. Great job on all the above.

A RCMP member told me that you can possess body armor but are not allowed to wear it out in public. Hopefully he was incorrect.

He was incorrect. Assuming you're in BC, if you have a valid PAL you can buy, possess, and wear armour anywhere in the province. There are no restrictions in the Act as to where and when you can wear it. The Ministry has changed the links to the Act since Rod posted his video. In all Canadian provinces body armor that is not issued by the military (Levels I, II, IIa, III, IIIa) can be purchased without special license. In all Canadian provinces except for British Columbia, Manitoba and Alberta, it is legal to wear and to purchase body armor such as ballistic vests (this regulations applies only to ballistic vests above the NIJ level III)."

Definitely not that easy... I've tried reading through the bc regulations to find what I need, but everything is so hidden it's not a simple question to google. Just like the "exemption" is having a PAL, but that's not stated anywhere on the page, I had to go to a completely different gov site to find that. So if you don't want to list a source that's fine. But I would appreciate knowing if I can buy level 4 plates

Ha the police don't know much about firearms laws let alone armour! I'll just have to "rifle" through all the pages all over again. As far as I've read on the bc control act, as long as I have a Pal, I'm good to go. If you ever find the page outlining the levels please do share though!

Alberta's body armour act is quite similar it seems. They say "nobody but those exempt are allowed to own body armour" and then lists having a valid Firearms Act license as an exemption. Hell they even have "individuals involved in farming or ranching operations, while engaged in farming or ranching operations" as an exemption. I've really enjoyed your channel's focus on understanding laws and regulations, even if you disagree with them.

According to this website of the Alberta Governor General, Alberta has an exemption for persons with a PAL www.solgps.alberta.ca/programs_and_services/public_security/BACAct/Pages/default.aspx But yes, a person has to really read the fine print as they do make it look like a separate permit is required.

This is what Alberta says "Exemptions 4 Subject to the regulations, the following individuals or classes of individuals are exempt from the requirement to hold a permit issued under this Act: (f) an individual who has been issued a valid licence under the Firearms Act (Canada);" sounds the same as BC

The law is useless when they just take it anyway. I had a ballistic helmet as part of my costume. They took it even after showing them the law. I have a PAL. Does anyone know how to get it back? Other than a lawyer.

I dont know about the rest of canada but in alberta you can receve gretter punishment for hurting a police dog than you can for hurting a regular person ,as the police dog is concidered an officer . please do a video about this because mabe when some people relize that the gov by law treats them with less respect than a dog they might demand to be atlest treated with the same concideration as old yeller. Make no mistake this is a police state and a dictatorship ,and because thay said it a free contry dosent change that.

I don't know but here in Quebec you could only wearing at the shooting range if I remember the course I took. You could buy one without a PAL . But I don't see why should I owned one . Hey Rod, love the videos that you do. They are very informative and entertaining. This video peaked my interest to see what Albertas body armour act says though I need a second option as to what you think the wording for Albertas Acts is. So for Alberta under Section 4 (f) it says that firearms license owners are exempt from needing a permit to purchase body armour. However I looked up the Alberta body armour regulation, and under section 2 it doesn't say anything about licensed firearm owners being exempt. Love to hear your thoughts and legal advice on this, and keep up with the awesome videos.

I can see the need for body armour, this could prevent some hunting accidents when group hunting. Might even help in a bear attack!

In the case of a bear attack, the main advantages would be distributing the blow over a larger area and preventing punctures from the claws (assuming it hits your chest or back). It'd still hurt like hell and knock you over, but you have a much better chance of getting a shot off or escaping unhurt if they hit you in an armored area. That's the big if. Just like with bullets, armor won't help you if you get hit in the head, neck, or limbs.

Anyone know if i buy a military surplus kevlar helmet if it still falls under the body armour laws for BC? Im just assuming that it dose for now... there is one that i like avalible (not from the us) but i am unsure if there would be difficulties importing it.

Why the hell would they ban something that only serves to protect? I can actually see why some people might want to wear it if they are in bad areas or are hunting and want to reduce the risk of death from a stray bullet. And almost every time a mass shooter has used body armor it's been home made. Like what the hell are they going to ban seat belts and bike helmets next?

I like how you guys think every criminal has connections to illicit arms traffickers. Restricting civilians from owning certain guns/armor means it is far, far more difficult for criminals to get certain guns/armor. Look at handgun crimes in Canada -- almost all of the guns used in those crimes is smuggled in from the States, because it's too difficult to obtain one here legally. The world is not a John Wick movie where every criminal has access to international crime syndicate armories. Laws actually do protect the public.

Garrett Smith no, no there really isn’t. Canada overall had 660 homicides in 2017 overall in the ENTIRE country and this was not strictly homicides with a firearm. 660x10=6600. In 2017 the USA had 17,284 murders that means Canada has roughly 3x less of a murder rate than the USA. And that is not 100% accurate but is a rough estimate, that means the USA is a much deadlier place. In 2015 13,286 homicides with guns and 33,636 gun related deaths. Canada comes NOTHING CLOSE to the USA.

Buying both would be my choice. Can't decide? Go to your local fun store and hold them. DO NOT DRY FIRE without asking the salesman's permission. If you live in the lower mainland, get over to DVC and you can shoot them yourself to see which one you like better.

The only way a Glock 19 can be Restricted in Canada is with an longer barrel. The factory Glock 19 barrel is 102mm in length, making it a Prohibited firearm (any handgun with a barrel shorter than 105mm). Canada gun stores that do carry the Glock 19 will have a 105mm barrel though (it'll jut out)

crankysmurf Good point! I forgot about that! I have a Glock 22 (.40cal) and I also was able to get a Lone Wolf 40-9 conversion barrel. Now that I think about it, I probably paid as much $ for my G22 and LWB combined as a Glock 19 would cost in Canada. YMMV

In Ontario, it is fully legal to own and use body armor, unless you're a convicted felon.

there are no felons in Canada....we have convictions based on summary or indictable offences....indictable is more serious and there are a few restrictions, but those depend on what sort of offence the person was charged with e.g. non-violent or violent.

I know some paramedics in BC that wear light "second chance" vests under their shirts (sans PAL) It's not about bullets...kicks...crap thrown at you...knocked on to your back in a street full of things you don't want roll on Cheap insurance
