Licensees are checked for eligibility on an ongoing basis in different ways;
1. As soon as a new violent incident is logged in FIP the system automatically searches existing licence holders in the CFRS for a match and alters the cFO of this development. This could result in a licence being revoked.
2. Court records of relevance to section 5 of the Firearms act (i.e. prohibition orders) are manually fed into CFRS on a daily basis by CFO staff. This information is not only used to flag existing licence holders, but it also serves as another primary eligibility check on new applicants coming into the systems
3. Also, the CFRS maintains other key information used in the ongoing eligibility screening process such as firearms events and spousal notifications tables.

On a daily basis, the new FIP entries in the CPIC are compared to information on persons listed in the firearms licence files in the CFRS, including applicants. If there is no match, then nothing happens. If a person in a FIP entry in CPIC later applies for a firearms licence, the FIB entry will be found during the initial licence screening process. If there is a match, CFRS will send a message to the Chief firearms officer of the province or territory in which the incident concerning the licence or applicant too place, indicating there is now a police file that may affect continued eligibility for a firearms licence.

Anything including pellet or bb guns that has an fps over 211 fps is considered to be a firearm & is subject to said laws of firearms... if you're pellet gun is in you're pack .... that's a concealed weapon charge good for five years...

In the USA Gun laws exist to keep them out the hands out of minorities. In canada , gun laws exist to keep guns out the hands of its citizens. Find a connection there and realize that gun laws exist to disarm the population from ability to fight tyranny and defend ones self. That is a violation of what one could say is a fundamental human right.

While I support the 2nd amendment your last statement is complete bullshit. Having the right to bear arm is NOT a "FUNDAMENTAL" human right. You are claiming countries who don't allow gun ownership are stripping their citizens of human rights. I'm from Korea. i don't feel violated. Ask people in Europe, they don't feel their human rights violated just cuz they can't own guns. You are taking the 2nd amendment for granted. Owning a gun is more of a privilege than a right just like being able to drive is a privilege and not a right.

As a serving member of the military with combat experience and hundreds of hours and thousands of rounds fired on ranges and in combat I am happy to leave the tools that go with my work at work. I don't own guns, did have a RPAL years ago that I let lapse, however the rub of the inherent injustice of what is simple political spin to pander to uninformed people makes me want to get on board as a civilian gun owner. I will go through everyone of the steps, follow every law and advocate and support advocacy for law abiding citizens. Count me in as signed up. I don't want to see the polarization of the firearm ownership which is an expression of free rights to chose culture, hobby and interests being stepped on by over zealous police and misinformed public and politicians pandering to both in order to keep a job for another term.

The UK has banned hand guns (other than and cap & ball) and semi auto (other than 22) but your laws for and the cost of acquiring a firearm and the penalties for not conforming to the rules, whether it be innocent or not, are horrifying.The law here in the UK is pretty onerous but not as brutal as you describe. We do not have automatic daily checks for instance. Your Canadian law and the threat of jail is obviously a deliberate ploy to put people off.

Yet it doesn't because there's way more guns in Canada than the UK. Canada has 5x the amount of guns per capita than the UK. There's about 2 million non-restricted gun licenses in Canada and 1 million restricted gun licenses.

I'm Canadian and was interested in eventually getting a gun for recreation. But Jesus Christ, this is just absurd. So much ridiculous bureaucracy, yet gun violence is still on the rise in cities like Surrey. And 2 years for forgetting one piece of transport paper? Just plain stupid, the RCMP have bigger fish to fry than some guy who just wants to go to the range and has done nearly everything to comply up to that point.

For anyone coming across this video more recently, I sent in my papers Sept. 2019 and got my RPAL early March 2020. So it took 6 months for me to get my papers. So forget about the 45 days it mentions on the site.

Excellent summary. Could you tell us the source of the statistic that only 5% of handguns used in crimes are registered? I don't doubt it, I would just like to have a reliable source to quote on that. I would also be interested to know where I can read up on the constant criminal record check.

Rod, as always you have the most comprehensive videos that have ever been made about our laws concerning firearms. I've said it before and I'll say it again. The RCMP and federal government needs to get you to do these "breakdown" videos for their websites. There is too much ignorance about fire arms in Canada. Now, comes my rant about Canada firearms laws. Yes, some of them are extreme and out dated. Some are down right malicious, like the minimum sentence for being in contravention of the law. BUT, I absolutely agree with the hurdles that we have to get your PAL and RPAL. AND we might scoff at people who have NO IDEA about firearms and firearms laws here in Canada. BUT, I am proud of the fact that we live in a society that we do not even have to consider acquiring a firearm for self defense or even be fearful of encountering a firearm in our daily lives. Should the laws be tweaked, YES. But, at least criminals have to go the long way to get a firearm. And at least they will not be able acquire one just by setting up a bank account. They will have to get one illegally, yes. And there is a good chance they will either be caught with that illegal firearm before they can actually use it. Cheers.

Great vid as usual Rod, thanks for standing for us. Please keep informing people. It amazes me that most of the Canadians know so little about firearms and its regulations. I was telling a good friend of mine last week what he needs to get his license. He just told me, "it's a lot work forget it". I started my process in September 2013 - Got my license in December same year. Bought 2 pistols, a rifle and a shotgun. Bought ammo, called all the gun clubs around me and since I'm not member of any club they can't issue an ATT for me. I joined a club last month. $700.00. I'm on the waiting list for the Range safety course. It's June of 2014 and I haven't shot any of my own guns. I went to the US in May went to the range and shot all day long. Often I get the question "why do you need a firearm" that's not the point. The point is that I'm legally entitled to have one. Is my right to own a firearm. They can make it more and more difficult. But I won't give up. Unless they change the law. If they want annoy us with paperwork, let's annoy them back being correct. They can come to my house at any time. Docs are okay, guns in the same, trigger locked, ammo in another safe, in ammo boxes with locks. For those thinking about getting your licence. Go for it, be patient. We can make history and change what may seem to be impossible. Read, inform yourself and don't let people fool your right. Go Canada Go!!!

Hello, Rod. Just subscribed to your channel, because it's full of all the info I as a Canadian am looking for. I have been a leagal firearm owner for a few years now, so I wasn't necessarily looking for info on becoming a new firearm owner, (I just really like the information you present!) my only concern is this.... The people you are speaking to and or about, I would assume, rarely, if ever, go to a site such as yours to research firearm ownership and the leagalities therein. Unless a law abiding Canadian citizen is curious about firearm ownership, I feel all your information may fall on deaf ears. Too many "none firearm owning" Canadians will only derive their own conclusions regarding firearm ownership, and view any violent act upon other Canadians and or public servants as a "logical" step toward more restrictive firearm legislation. Too bad that people who deem themselves as objective, rarely are! I look forward to many more informative, educational and let's not forget fun, videos from you in the future. Keep it up for all us Canadians! Stay frosty!!!

I just wanted to ad that I did my corse two years ago and it was three, eight hour days. The extra day being for restricted and was closer to $300 for just the corse here in Ontario. Thanks for another great video!

amazing video, very well spoken. both my parents are in the military and i have been using these tools since a very young age and one day when i am not working on the rigs i will be joining the reserves. i believe that with this video you have hit the nail right on the head, we as Canadians should have more rights, now im not saying that every Canadian has the right to bear arms, it should be earned threw a school system like they have set up. but the schooling i feel should be cheaper if not free. i also feel that when you where talking about how society has painted people who own fire arms (mostly restricted) is even more correct. thank you so much for your incite i believe this video should be shown to every Canadian and that every Canadian deserves the right to at least know what law abiding citizens must go threw to own a firearm when they have a car in there garage that is capable of doing just as much damage with almost no reproduction. Thank you very much for your video series I found it very informative. I have grown up around guns but have never had any of my own. Unfortunately my grandfather has passed away recently and left his guns to my father who has little interest in firearms himself so has left them with another family member who is licensed. I am now going to get licensed myself so that those guns can be with a direct relative.

A criminal record check, according to a daughter who is clerical staff at the local RCMP, includes any time your name appears on a police report. I believe you referred to this when you mentioned that the random crim checks that could end your firearms licence.

Thanks for taking the time to bring such important information out. Those of us who own 'legal' firearms know the whole process, and its pretty much driven home in terms of the laws and charges etc.... Its great to get the info out there.. Along with that, and as you had mentioned about the AR-15 (which I would love to have) is that it 'LOOKS' scary and that is it. This is what is making its way through the public eye and media. The AR is a great rifle platform. But sadly you have to find the diamond in the rough thats not restricted, yet. If it looks sweet, its generally restricted. I would dare say that in the not so distant future, all of your Semi-Auto rifles will become prohibited if things keep progressing.

That was a fantastic presentation. It is exactly the reason why I don't have my firearms license yet. I'm already bad enough with forgetting appointments or renewing my license plate stickers... it would be devastating to be fined or go to jail because of forgetting about some stupid piece of paper.

Appreciated! I plan on moving to the United States. People there actually care about their constitutional rights. Canada just has a bunch of crying leftists trying to figure out why natives are dying and why Surrey's gun violence is sky high even with the gun control. Guess we better tax and control more people! I was planning to get hunting license, in fact, I already registered for Non-restricted firearm training, but after hearing you, I don’t think I will go ahead with this. I can’t afford to have criminal record (even accidentally). Its really a depressing situation

Great video Rod. I completed my Restricted course this past weekend. Just getting all my paperwork finished so I can send it into the CFC. According to my instructors, the wait time for RPAL is currently anywhere from 6-9 months. Of course it can be shortened if you call them constantly. Or so I'm told.

In Nova Scotia, the CFO won't allow you to own a restricted firearm without a valid club membership (i.e. they will refuse the purchase transfer and deny you a STATT to get it home). They also seize your restricted firearms if your membership expires.

A very informative video, which makes me understand why most Canadians prefer to buy unrestricted sub-500 fps airguns, or the limited selection of legal blank-firing guns available: those hurdles are truly a deterrent to legal firearm ownership, and certainly far beyond what most European countries impose in terms of legal requirements for would-be gun owners: buying e.g. a shotgun in the UK, is far less complicated than Canada. Owning a gun in Canada is clearly a very risky proposition even when in full compliance with all the legal aspects: the legislators probably wanted to mark the difference between America and Canada. I suppose that crossbows and hunting bows are not subject to these draconian restrictions in Canada?

Not a fan of guns, I have gone target shooting before back in my teens, but I've never felt the need to won a gun myself. That being said, this was a reasoned and articulate video and I applaud you for making it. I think it should be difficult to get a firearm, but the post license requirements and monitoring are obvious excessive.

The Firearms Act says in Sect. 102 that an inspector may enter anywhere, at any time, given reasonable notice, to inspect your guns, etc... However, the Charter says in Sect 52, that the Charter is the Supreme Law, and ANY law that is inconsistent with it, is of no force or effect... Sect. 8 of the Charter says "EVERYONE has the right to be secure against unreasonable search or seizure." So there is an inconsistency there... therefore, sect 102 of the Firearms Act is not enforceable! A great example of case Law: R. v. Big M Drug Mart Ltd.[1] is a landmark decision by Supreme Court of Canada where the Court struck down the Lord's Day Act for violating section 2 of the Canadian Charter of Rights and Freedoms.

The Firearms Act also says they need a warrant: "104 (1) An inspector may not enter a dwelling-house under section 102 except (a) on reasonable notice to the owner or occupant, except where a business is being carried on in the dwelling-house; and (b) with the consent of the occupant or under a warrant". So you do retain the right to refuse inspection absent a warrant. No Charter Rights are violated.

our charter is a joke. the government built in their own override clause, meaning that the charter rights apply until its inconvenient for them. all they have to do is say its a "reasonable" violation for them to search your house "to protect others" or some similar BS and bam they win.

Rod - well done, well thought out, and as articulate as always. It's always a pleasure to watch your videos! As far as the rights of lawful gun owners are concerned, there are many other Constitutional rights violations embedded in the Firearms Act - for example, you can be compelled to incriminate yourself. For ALL other Canadians, this is patently and outrageously unconstitutional. Except for gun owners, of course, who do not have that right.

Sir, I used to be the person issuing permits for weapons in our area; We at no point ever searched somebody’s home. At no point put somebody’s name through CPIC every day. Ever. On the day that decision is made. Because once a person is in the system, they don’t come out as a rule. So you only make that one of the last things you do before approving it. If your name is not in the system on day one, it could easily be there on day 28 or later, because you can always make a mistake or commit a crime after day one, but checking it on the last day means that you have the best chance of finding anything new that happened very recently. Besides, the workload is such that it is just not possible to stop and do A check on every single applicant every day. We didn’t even do that with suspected murderers. Because until somebody does something and gets caught in order for somebody to get put into the system for us to find, there’s absolutely no point in that. When you start an investigation, that gets done, and as you prepare for court, that gets done if the person is not in custody, but there is misinformation given here. I’d run the names through not one but two police information systems. I did not have to wait 28 days to make a decision, but usually did at The beginning because I was absolutely slammed. Plus it was good policy, because sometimes people apply to legally acquire a weapon when they’re planning to do something nefarious. And that did happen; i’m on occasion I just wasn’t able to get around to it on my usual schedule, and that week one applicant got drunk and shot his brother, which he had been planning to do. And he already had gotten access to a firearm illegally but we did not know about it until he shot somebody. That kind of shook me, because I even knew the guys’ family, and none of the checks that I would’ve performed would have given me any pause not to legally give him that weapon. There was no indicator in the system that this was going to go down. If I had not been a week behind schedule, with everything else happening, I would have given him the right to have that weapon very legally. After that, I always asked more questions than required for the applications and we did the full 28 days at least. I never found one reason to make an exception to that, But was willing to consider it on a case-by-case basis. I hope this helps.

Hey, What are the laws surrounding building 1911's or AR's? I know people that have done it and I want to get into it too. I'm not looking for real legal advice, I just want to have a general idea of how hard it is to do. Can you get lower receivers? Can you get 80% lower receivers? What about other parts, do you need to go through anything to get those?

I took my course in Alberta in 2012 cost $275 8 hours covered Non-Restricted and Restricted and needed a 90% minimum in written and practical to pass. Has the scoring changed or can different course instructors require different passing scores?

Hey Rod, one question about having the valid membership at a gun club. I'm an RO at a range/gun store and I have been told that you don't actually need to always be a member at a club when you own restricted guns, but you do need it for the CFO to issue you an ATT, be it long or short term. Meaning that you would need to have a membership whenever buying new restricted guns (because you need a new short term every time), but if you let your membership expire, and you won't be buying any new restricteds, you'd only need to get a new membership when your PAL expires and you'd need to renew it and get a new longterm ATT. Can you shed some light on this? Thanks.

That is true. I have heard of some people being harassed for holding a RPAL and not buying restricted firearms or otherwise being involved.. Too much latitude in the system for CFO's.

Thank you for the discourse on the process and our rights as citizens for responsible gun ownership in Canada. I have recently completed my firearms safety course and am anxious for my licence. I am experiencing all of the steps you have mentioned. It is quite the process. Would there be any reason to be denied a licence in 2015? Should I be worried even though I am a law abiding, tax paying citizen with no criminal record? I have read that they deny around 400 applications a year.

I know it is a monstrous effort but I REALLY hope part 2 or 3 or however many you make covers all the lies regarding the kinds of firearms we can even buy in Canada. As well as cover all of the laws that are broken by a person when they take a firearm out to use for wrong doing before they have even fired it. It is scary how utterly ill informed the general public are with regards to what C-68 has done and even beyond firearms. People don't even know that carrying a knife for the purposes of self defence is illegal. Or pepper spray. They just don't know that between C-68 and a few other laws in the same general timeframe, it is effectively illegal to use almost any level of force for the defence of your person or another unless you are a police officer. It is BAD. REALLY bad out there...
