Kamen rider Kiva (the vampire one) is my favorite series of the Heisei era. It switches between the present and the past and has a supernatural theme with the main hero's DRIVER (the belt) based on vampires and the secondary Kamen Rider having religious tones such as a cross theme. I skipped Ex-Aid for a while because I didn't like the suits, then I went back and it turned out to be one of my favorite seasons. As for a Kamen Rider who combines all of them, There's actually at least two who's main gimmick is doing exactly that. Decade can turn into copies of different riders with Cards and use a "final form ride" to turn riders into special weapons. Zi-O can turn riders into armors for him to wear, and use any rider's powers at will. There's a third guy, ReVice, that technically has different powers based on riders, but they're only loosely inspired aesthetically.

If you want the "Japanese Power Rangers", that would be Super Sentai. Kamen Rider's sister series that also served as PR's source for adaptions from Zyuranger to most series onward. They look similar because PR and Kamen Rider are in the same genre, Tokusatsu.
