Listen, it is upto the legislation to do what it deems fit to protect its nation security, what judiciary will do is an aspect which comes later. Also to declare any law unconstitutional, you'll have the burden of proof of how it is not affecting the citizen's security, if you can't prove it then the app will be banned and the law will be deemed constitutional. Once again national security is a major aspect in any law and countering it is very difficult.
