Six Sigma philosophy is no joke responsible for the modern world of consumer products you are likely living in. It's incredibly powerful stuff, necessary for mass producing products that don't fail and harm people. It's easy to make jokes about it because it's so wonky, but it is really, really powerful stuff. It's also way less absurd than what you see characterized in 30 Rock, which is a hilarious episode nonetheless.

Almost all birds keep their babies in nests until they’re grown enough to fly on their own and leave the nest and by then they don’t look like babies anymore, that’s why you never see baby birds walking around.

Jack went at the happiness issue the same way he works on all other problems - by leaving emotions at the door and following through on a logical plan. Except happiness is an emotion. Towards the end of the series he starts to really reflect on his situation but instead of the breakdown leading to a breakthrough, he again doubles down on the old pattern of chasing goals, thus depriving himself of deeper insight into life. You didn't ask to read this on your 30 Rock clips binge but now you have. Oh well.
