I love the fancy design on the end of the bolt facing the shooter. I've always assumed it's meant to be a chrisanthamum (the national flower of Japan)
That’s just the safety. It has that pattern on it in order to help the user get a better grip on it. You push it down and rotate clockwise I believe.

That's right! Many rifles had the chrysanthemum defaced by Japanese soldiers when they surrendered because it was a symbol of the Emperor and it signified that the gun was the property of the Emperor, a gift bestowed upon the average soldier by the ruler of Japan. Naturally the Japanese weren't too keen on US soldiers taking the property of the emperor so they defaced the mum.

Although rusty and corroded, I found a beautiful Arisaka Type 99 in a cave on the Island of Iwo Jima when I was the Security Coordinator for the Island representing the U.S. Navy in 1994. The rifle was so beautiful, but told a horrid story of it's user. The clip with ammunition attached was only partially inserted into the gun, frozen in time with rust and the green oxidation that had formed over the years on the bullets. I have always wondered what the story behind this partially loaded rifle was, but sadly will never know it.

This ARISAKA TYPE 99: Imperial Chrysanthemum not filed off. Many Japanese who surrendered would first file off this symbol so as not to bring shame on the emperor. But the practice was not universally observed and I suspect that there was usually no way to do this in a "hot" situation.
