In that time, massive corruption can continue to work it's evil. The ATF is case in point. All their "rulings" do indeed get challenged in court, but years pass before they are reined-in for their overreach. Anyone who has been politically/legally interested in government over the last few decades knows this, and I think SHE knows this too. The legal system takes way too long to render justice while evil and corruption can operate freely in that time.
